They can! To an extent... actually, you can only *easily* solo the first two (2) bosses of DOTI hard mode; the carry-ee 70 WILL probably die, and there is a mind control mechanic which WILL reset the fight if only one person remains alive. But feel free to try, keep both toons alive at all costs!

*Pontentially*. Depends on gear, spec, and your comfort. More abilities means more tools. I also find 70s feel tankier than 10s during large pulls.
Do you enjoy having more than one or two buttons in your rotation, more variety in your cooldowns, and access to more challenging content? If yes, then 70s may be for you.

I've been playing WoW since summer 2006, and twinks since early TBC (starting with a 19 rogue, naturally). I never have considered myself especially "skilled", but I've always enjoyed gearing characters and pursuing further knowledge of the game.
For 70s specifically: I played Dragonflight from the moment pre-patch released until the moment TWW early-access launched, achieving Keystone Hero in seasons 1-4 on my main from the time. Since TWW, I've mostly played my DH to run randoms and level my own toons.
