About waterproof ability, apart from leather which is water resistant itself, all mesh-upper shoes need a layer of waterproof membrane to provide 100% waterproof function. However, under heavy rain, you must be equipped with a pair of gaiter to ensure that the rain will not penetrate from your legs.
