The Program Fee Structure is presented below.
Fee schedule effective from 1 August 2026. BHRI reserves the right to revise the fee schedule periodically.
The applicable fees will be those in effect on the date a complete submission is received.
Step 1 - Submission & Administrative Processing
A non-refundable Application Fee must accompany every new application submitted to a BHRI Research Support Program.
This fee covers:
✔ Administrative screening
✔ Registration
✔ Preliminary eligibility assessment
✔ Document management
✔ Initial correspondence with investigators
✔ Applications will proceed to administrative screening only after payment of the applicable Application Fee.
Step 2 - Program Approval
Following successful administrative screening and confirmation that the application is eligible for participation in the requested program, Applicants will be requested to pay the Remaining Program Fee according to the applicable category.
✔ The Application Fee is non-refundable once administrative screening has commenced.
✔ The Remaining Program Fee is generally non-refundable once the approved program has formally commenced.
✔ Where BHRI determines, prior to commencement of the approved program, that the application falls outside the scope of BHRI Research Support Programs or cannot proceed for administrative reasons, BHRI may refund the Remaining Program Fee while retaining the Application Fee to cover administrative costs.
Fee Waivers and Reductions
BHRI is committed to supporting ethically sound research that serves the public interest.
BHRI may, at its discretion, approve partial or full fee waivers for:
✔ Unfunded student research
✔ Public health emergency research
✔ Humanitarian research
✔ Investigator-initiated research with demonstrated financial hardship
✔ Other exceptional circumstances considered to be in the public interest
Requests for fee waivers must be submitted in writing with appropriate justification at the time of application submission. Approval of fee waivers is entirely at the discretion of BHRI.
✔ Payment of application or program fees does not influence the assessment of applications or any program-related decision made by BHRI.
✔ All applications are assessed independently and objectively in accordance with the BHRI Organizational Charter, Governance & Research Policy Manual, Standard Operating Procedures (SOPs), and applicable organizational policies.
✔ BHRI maintains complete independence in all program decisions regardless of the source or amount of funding.
Authorship and Academic Independence
BHRI is committed to promoting ethical authorship and academic independence.
Payment of application or program fees for participation in any BHRI Research Support Program shall not create any entitlement to:
✔ Authorship
✔ Co-authorship
✔ Acknowledgement
✔ Publication
✔ Institutional endorsement of research findings
✔ Favorable consideration within any BHRI program
Likewise, BHRI shall not request, expect, or require authorship, co-authorship, or acknowledgement solely in exchange for:
✔ Institutional affiliation
✔ Consultation
✔ Mentorship
✔ Administrative support
✔ Educational resources
✔ Research guidance
✔ Payment of administrative fees
Authorship shall be determined solely according to substantial scholarly contributions and internationally accepted publication standards.
Nothing in this Program Fee Structure shall be interpreted as creating an academic, contractual, or authorship relationship between BHRI and any applicant beyond the scope of the approved Research Support Program.
