Presidents Gabriel Boric (Chile) and Bernardo Arevalo (Guatemala) have both addressed the issue, breaking the law of silence. The associations consider this to be an ‘historic’ step forward, and are waiting to see whether these declarations will be followed up by action.

Illicit practices in international adoption in France
The Inspectorate General of Social Affairs (Igas) was asked, jointly with the Inspectorates General of Justice and Foreign Affairs, to shed light on illegal practices in intercountry adoption over the past decades. The mission also aimed to assess the relevance of the current system and to make any useful recommendations in light of its findings.

France: Victims of illegal adoptions in Chile during the dictatorship demand answers
More than 20,000 Chilean children were illegally adopted during the dictatorship that struck the South American country. Stolen at birth or from children's homes, more than 1,700 of them arrived in France, according to associations. Today, as adults, they are looking for answers and want justice. The pressure in France is so great that the government commissioned an inter-ministerial report on illegal adoptions by French nationals in different countries, which should have been ready in May but has not yet arrived.

Historical study on illicit practices in international adoption in France
On 6 February, two historians from the University of Angers, Yves Denéchère and Fabio Macedo, published a ‘Historical study of illicit practices in international adoption in France’. The document shows the recurrence of serious acts that have marred the process of adopting foreign children since the 1960s. Available online, the study could help inform the work of the interministerial inspection mission tasked with shedding light on these illicit practices.

The modus operandi of the Chilean social worker investigated for illegal adoptions during the dictatorship: private contracts, photos at the airport and US$ 2,500 ‘cash’ per newborn.
Danish media outlet TV2 has put the spotlight on the role that Ruth Chia Barrios allegedly played in the abduction of 111 children who arrived in Denmark between 1978 and 1995, pointing to her as one of the main suspects. Among the reports is her correspondence showing that she went from ‘facilitator’ to arranging private adoptions far from the knowledge of the authorities, and to raising ‘fees’ for children and newborns.

‘The Stolen Children’: The Danish documentary series on illegal adoptions during the Pinochet dictatorship that is being shown on television
De stjålne børn - the first episode of which premiered last Wednesday on the Danish TV channel TV 2 - tells the story of Rune, who at the age of 45 discovered irregularities in her adoption. 111 Chilean children were adopted in Denmark, processes in which the Nordic state itself detected possible illegalities. Up to US$3,000 was paid per child.

The French Government launches an inspection mission on illicit practices in international adoption in France
The Minister of Europe and Foreign Affairs, Catherine Colonna, the Keeper of the Seals, Minister of Justice, Eric Dupond-Moretti, and the Secretary of State to the Prime Minister for Children, Charlotte Caubel, have decided to refer the matter to the Inspectorate General of Foreign Affairs (IGAE), the Inspectorate General of Justice (IGJ) and the Inspectorate General of Social Affairs (IGAS) on illegal practices in international adoption.
