Chapter 6. Business and Structural Reform

In this chapter, we have completed the economic aspects of Arab reform. Structural reform in the region was mainly associated with Arab reformers (RPLA), through the implementation of economic reform programmes in the 1990s and the beginning of the millennium. Although structural reform involved many financial and industrial sectors incorporating privatisation, tax reform and banking liberalisation programmes, these programmes did not attract sufficient foreign direct investment to allow for the desired economic growth. Additionally, the enormous oil revenues have not freed the economy from the oil sector’s domination of the economy’s structure, which prevented the diversification of production, and, thus, growth was volatile.
