My response to the life and untimely death of Ryan Keith Cox of Virginia Beach, Virginia.

The consider this:

A spent life trying to do something, we all know, we could have had a system in place to do instead. Ryan's life (and other's like him) was more important than merely a city worker being forced to give his life as some kind of human threat management contingency! I love all the applause and condolences, but what about Ryan's family? I know they must be proud; but look in their eyes and tell them how many warnings, reports, studies, and books VB public safety officials read; then told themselves... "Blacksburg can't happen twice in the same commonwealth, can it?" To our beloved professional city, town, county and state officials; if you have a fire-proof stair case and a sprinkler system in your building, and you don't have any kind of violence prevention systems in place, you are now officially given a notice to cure. Why Victims' Families Are Seething Over Broward Schools' Handling of the Parkland Shooting

From this article, here are some noteworthy details.

• Untrained, exposed, local "good guys" behavior, even if policies are in place, is unpredictable.
• Polices put in place require human actors, to make effective.
• From Columbine to Sandy Hook, well established protocols were knowable by Broward County Schools, prior to Parkland.
• No technology was installed, in the building to alert security staff that a door that was supposed to be secure, was unlocked and remained unlocked.
• No convenient means of sounding a lock-down, was available to any staff member. The fire-alarm pulled by the bad actor, sent the wrong message to the staff.
• There was no remote, visual way of confirming the threat condition, with outside agencies.

• Notifications did not properly go out to all base personnel, that an Active Shooter exercise was being conducted.
• Responding Security Forces breached safe protocals when they percieved a high risk breach of a door was necessary, due to the real world proposition of an actual active shooter.
• The discharge of a Security Forces M-4, caused more 911 calls, which iniciated a mutual support protocal from off-base civilian agencies, at one time numbering as many as 50 responding officers.
• The mutual aid response was not managed properly, through the incident commander for both on-base exercises, and with no notice from the base, to the surrounding law enfocement, the call for action went out unchecked.
