The state of the art can be simply illustrated as:
We are reacting to the problem set with whatever we can stitch together. We have plenty of 3 letter acronyms and studies to prove whatever it is we decide is the cause; will require an exclusive proprietary fix - so long as it makes the most money or saves the most money.
No one is going to actually arrive at a solution, because all the guru's in the industry have it all figured out already. The only thing is: there have been 22 governors, countless politicians and 4 presidents, promising to solve this problem, since 1999... Still isn't fixed.

Low tech solutions. This video has 1 million views since 2009.
School teachers didn't sign up to be police officers. It might be good if you ask Mrs. Beasley, who's been teaching your 4th graders since the invention of the light bulb, if she minds getting her skin perforated by a 360 fps plastic ball.
Technology Beats Armed Bad-actor (Safer schools almost gets a confirmation.)
Getting machines to do the dangerous work, preventing humans from exposing themselves to danger, is a critical part of Smart Building Technology. https://padailypost.com/2019/04/09/city-explores-use-of-drones-for-police-fire-and-public-works/

Across our country, millions of students attend school safely every day. We have prepared them to meet life's challenges for years. Tragically, in light of recent events, we must now prepare them for the unthinkable. Both in our schools, and increasingly in our places of work, worship, and recreation, individuals with only violent intent bring unexpected death and destruction into our daily lives. Join us for this webinar with the Indiana State Police to learn some survival strategies for active shooter events.
The following policy applies: Any time a staff member views an online event (or a library purchases a site license for an online event) by any of the Training Providers Approved by ISL for LEUs, the library’s designee in an administrative or Human Resources role shall create and award LEU certificates in-house.
The National Rifleman's Association (NRA) created a program with people they considered experts on the subject of school safety.
The thing I found most interesting here, is that the NRA has millions of members. No doubt, a huge number of those people are parents. Yet, since this video came out, it's only had 4500 views. Even after Parkland. They got it wrong. Empanelling experts Asa Hutchinson thought well enough to bring in, wasn't enough.
ALICE stands for (Alert, Lockdown, Inform, Counter, Evacuate) | These kids are awesome.

A leading organization on instructing people about school safety.
We should not have "competitors" bad mouthing each other's programs. Critics, yes, but deliberately speaking against a program like ALICE, just to compete for money? This is part of the problem. How is a school supposed to listen for a solution when they got "product offerings" knocking on their door-step telling them how the other guys programs are going to somehow kill your kids... In Parkland, we discovered that even with all the systems in place, there was a cascading failure all through the system.
Active shooter training. Lots of people involved, participation willingness is there. Over 800,000 views since August of 2016.
Police must train to understand rapidly involved mass murder events and how to respond.
SHELBY COUNTY (Sept. 8, 2014) – An Indiana high school was chosen to be the first in the country to get a revolutionary security system to thwart school shootings.
Southwestern High School was handpicked by the Indiana Sheriff’s Association to be armed with the new technology, which networks the school with local law enforcement. (Link to Article)
