Yes. Most countries have no law for VPN use, so it's not illegal. Also, VPN use public wires, which means your own connection is safe. I also recommend to use the AdBlock extension to avoid pop-ups. For Chrome extensions, there is no ads most of the time. For apps, you might get some short ads before turning it on, but that's it.
Yes, most VPN offers a free service. The only thing is that it might be limited (like a 10Go data/month for Windscribe with a free account or a 2-3 hours length limit/day with Hola). I never faced any limit with apps.
