The 29th Legislative District (LD) is made up of numerous voting precincts. Each precinct may be represented by a Precinct Committee Officer (PCO)—a foundational grassroots position in the Democratic Party. PCOs are essential to organizing our communities, turning out voters, and electing Democrats at all levels.
PCOs are the Democratic Party’s representatives in their neighborhoods. They are expected to:
Engage with Democratic voters in their precinct,
Share information about elections and endorsed candidates,
Help register voters and encourage voter participation,
Build neighborhood-level support for Democratic campaigns and issues,
Serve as a voting member of the 29th LD Democratic Organization, with varying levels of voting privileges depending on type of PCO.
1. Elected PCO:
Elected during the August Primary in even-numbered years by voters in their precinct.
Must be a registered voter residing in the precinct.
If only one candidate files, they are automatically elected.
Serve a two-year term beginning December 1 after the election.
May vote on all internal business of the 29th LD, including election of officers and bylaws amendments.
2. Appointed PCO:
Appointed to fill a vacant precinct they reside in.
Must be a registered voter and declare themselves a Democrat
Must sign the “PCO Statement of Understanding.”
Approved by the Chair and presented to the body (typically at a general membership meeting).
May vote on all internal business of the 29th LD, including election of officers and bylaws amendments.
3. Acting PCO:
Appointed by the LD Chair to fill a vacancy in a precinct they do not reside in.
Must be a registered voter within the 29th LD, declare themselves a Democrat, and sign the “PCO Statement of Understanding.”
May vote on endorsements and all general membership business, but may not vote in officer elections, appointments, or bylaws changes.
Become an Elected PCO:
File with Pierce County Elections during the official filing week (usually in May of even-numbered years).
You must reside in the precinct and be registered to vote.
The next opportunity to file is May 2026, with filing typically open for one week.

Apply & Sign the Statement of Understanding:
You will be asked to sign the PCO Statement of Understanding (provided by the LD Secretary or PCO Chair).
Appointment Vote:
For Appointed PCOs, your appointment will be approved by the Chair and presented to membership at a regular LD meeting.
