Section 5. Each school in the Bonsall Unified School District has developed plans to teach and reinforce washing hands, avoiding contact with one's eyes, nose, and mouth, and covering coughs and sneezes among students and staff. The plans describe how the school will teach students and remind to:
a. Use tissue to wipe their noses and to cough/sneeze inside a tissue or their elbow.
Each school will take active measures to teach and reinforce appropriate hygiene practices during the school day. Students will receive detailed classroom instruction regarding the proper use and disposal of tissue to wipe their nose. Students will also receive and review appropriate instruction regarding the proper technique of sneezing into their tissue or elbows to prevent the spread of germs. Appropriate reminders will also be placed on campus in the form of signs and/or posters in the classroom.
b. Wash their hands before and after eating; after coughing or sneezing; after being outside; and before and after using the restroom.
All students will receive instruction regarding the importance of washing their hands before and after eating, after coughing or sneezing, after being outside, and before and after using the restroom. Instruction may consist of; demonstrations, videos, and/or classroom discussion. Teachers and school staff will remind and encourage students to wash their hands throughout the school day. Appropriate reminders will also be placed on campus in the form of signs and/or posters in the classroom.
c. Wash their hands for 20 seconds with soap rubbing thoroughly after application, and use paper towels (or single-use cloth towels) to dry hands thoroughly.
All students will be instructed on proper hand washing techniques. This includes the importance of utilizing soap and rubbing thoroughly for at least 20 seconds and the use of a single-use paper towel to dry their hands. Teachers will either model the correct technique or utilize a video to instruct students. Signage will also be posted in appropriate locations on campus to remind students.
d. Use fragrance-free hand sanitizer when handwashing is not practicable. Ethyl alcohol-based hand sanitizers are preferred and should be used when there is the potential of unsupervised use by children.
Fragrance-free hand sanitizer will be available in every classroom/building where handwashing is not practicable. Hand sanitizers that contain methanol will not be utilized. Additional hand-washing stations will be located on campus to facilitate healthy hygiene as well.
Section 6. Each school in the Bonsall Unified School District has developed plans to ensure that staff and students wash their hands or use hand sanitizer frequently throughout the day. The plan describes how the school will:
e. Regular and frequent access to handwashing facilities, including to the extent possible, handwashing stations near classrooms.
In an effort to increase healthy hygiene and limit congestion in the restrooms, school sites will provide additional handwashing stations on campus.
f. Prevent congregations in bathrooms
In an effort to alleviate congestion in the restrooms, additional handwashing stations will be located on campus. Some stalls and/or sinks may be removed from service to ensure that appropriate social distancing is taking place in the restrooms. Markings will also be placed on the floors inside and outside the restrooms indicating 6 feet distancing. Staff will monitor the restrooms to insure social distancing during high traffic times such as recess/lunch.
g. Develop routines enabling students and staff to regularly wash their hands at staggered intervals.
Routines and/or schedules will be in place to ensure that all students and staff regularly wash their hands as necessary. These schedules may include additional time allotments to allow for hand washing before and after school, before and after recess, before and after lunch, and as necessary in the classroom setting.
h. Develop routines enabling students and staff to use hand sanitizer when necessary.
Hand sanitizer will be available in instances when soap and water are not available or practical. Hand sanitizer stations will be located in all classrooms and throughout the school facilities.
Section 7. On July 17, 2020 Governor Newsom issued new guidance for school settings which included new mandates for face coverings. Bonsall Unified School District will carefully review the new guidance issued (published in this section for reference) and will work with local public health to implement the guidance set forth.
Face coverings must be used in accordance with CDPH guidelines unless a person is exempt as explained in the guidelines, particularly in indoor environments, on school buses, and areas where physical distancing alone is not sufficient to prevent disease transmission.
• Teach and reinforce use of face coverings, or in limited instances, face shields.
• Students and staff should be frequently reminded not to touch the face covering and to wash their hands frequently.
• Information should be provided to all staff and families in the school community on proper use, removal, and washing of cloth face coverings.
• Training should also include policies on how people who are exempted from wearing a face covering will be addressed.
STUDENTS
Age Face Covering Requirement (Revised per BUSD/BTA Memorandum of Understanding 10/08/20)
TK – High School: Yes, unless exempt
• Persons younger than two years old, anyone who has trouble breathing, anyone who is unconscious or incapacitated, and anyone who is otherwise unable to remove the face covering without assistance are exempt from wearing a face covering.
• A cloth face covering or face shield should be removed for meals, snacks, naptime, or outdoor recreation, or when it needs to be replaced. When a cloth face covering is temporarily removed, it should be placed in a clean paper bag (marked with the student’s name and date) until it needs to be put on again.
• In order to comply with this guidance, schools must exclude students from campus if they are not exempt from wearing a face covering under CDPH guidelines and refuse to wear one provided by the school. Schools should develop protocols to provide a face covering to students who inadvertently fail to bring a face covering to school to prevent unnecessary exclusions. Schools should offer alternative educational opportunities for students who are excluded from campus.
STAFF
• All staff must use face coverings in accordance with CDPH guidelines unless Cal/OSHA standards require respiratory protection.
• In limited situations where a face coverings cannot be used for pedagogical or developmental reasons, (i.e. communicating or assisting young children or those with special needs) a face shield can be used instead of a cloth face covering while in the classroom as long as the wearer maintains physical distance from others, to the extent practicable. Staff must return to wearing a face covering outside of the classroom. 8
• Workers or other persons handling or serving food must use gloves in addition to face coverings. Employers should consider where disposable glove use may be helpful to supplement frequent handwashing or use of hand sanitizer; examples are for workers who are screening others for symptoms or handling commonly touched items.
Section 8. Each school in the Bonsall Unified School District has adequate supplies on hand to support healthy hygiene behaviors, including but not limited to soap, tissues, no-touch trashcans, face coverings and hand sanitizers with 60 percent ethyl alcohol for staff and children who can safely use hand sanitizer.
Section 9. The Bonsall Unified School District will provide and ensure staff use face coverings and all required protective equipment.
Section 10. Each school in the Bonsall Unified School District has a sufficient supply of personal protective equipment (PPE) necessary to protect employees. The plans specify the type of PPE needed for tasks performed by employees. This is consistent with the guidelines provided by Cal/OSHA and CDPH.
The Bonsall Unified School District strongly recommends that all students and staff be immunized each autumn against influenza (unless contraindicated by personal medical conditions) to help protect the school community, reduce demands on health care facilities, and decrease illnesses that cannot be readily distinguished from COVID-19 and would therefore trigger extensive measures from the school and public health authorities.
