2. Write something about yourself.
3. Summarize your understanding of the issue (decision) being considered.
4. Tell what any changes mean to you personally.
5. Describe what action you hope the official will take.
6. Offer an alternative, if you have one.
7. Close your letter.
8. Sign the letter.
