The Chesterfield Economic Development Authority (CEDA) works in conjunction with the Department of Economic Development to help create new jobs, expand the tax base and diversify the economy of Chesterfield County. The CEDA is chartered through a state law that allows cities and counties to create industrial or economic development authorities with wide-ranging powers, not available to local governments, in order to facilitate economic development opportunities within the community. County Code Zoning Ordinance 19.1-180 states you should not locate I-3 heavy industrial uses adjacent to residential areas. Before CEDA applied for heavy industrial uses (I-3 August 2017), County knew the application was not consistent with that ordinance. That is why CEDA met with Planning in Nov 2016 to formulate a change under I-2 zoning called I-2 Limited to allow this megasite to bypass the I-3 ordinance. Secrecy was tantamount, as we've learned, with no written documents involved. County staff and CEDA presentations at the community meetings carefully made comments on Comp Pan as "consistent with industrial". Planning Dept. had already hidden the I-2 Limited Proposal in the March 21 Comp Plan changes without covering it publicly at the PC briefing in the afternoon session.
