Comprehensive Plan

Public workshops will be held to view entire plan. On the County page www.chesterfield.gov/Planning.aspx?id=8590137758 , here is a quick video that explains what the plan is, how it is used, how you can comment during the on-line comment period, etc. Currently there are no draft chapters open for review.

Chapter 10, Land Use Plan, county has finished its Planning Commission review and Community Comment period online has closed. I-2 Limited is still in there and we've found no record of Planning Commission discussion with Planning staff since it was added in March.

Changes to each Comprehensive Plan chapter have been presented by Planner Ray Cash or Steve Haasch, often as a package including multiple chapters. They have already briefed multiple times this year at the PC afternoon session.

The afternoon sessions of both PC and BOS do not allow for public comment on items (i.e., they don't hold "public hearings" on topics in afternoon work sessions). PC members then request reviews and propose changes to those recommended by Staff. The Comp Plan changes are posted online for public comment.

After all chapters are reviewed and PC is satisfied with whole package they hold a public hearing at Planning Commission meeting where citizens can comment. At that public hearing, they can still make more changes. Once those changes are incorporated and PC is satisfied, they hold a final public hearing (to include public comment) and vote to pass.

Planning estimates the final package for the 2017 Comp Plan will not be voted by PC until Spring. Next, the Comp Plan changes go to the BOS for the same process. Often the Comp Plan changes require a revision to the County Code of Ordinances. (The I-2 "Limited" proposed change would require an Ordinance change, for example.) We will fight this.
