The office ensures the smooth implementation of graduate policies from admission to graduation. Specifically, it informs students of the class schedules, their curricula, and other matters related to the successful completion of their degrees. It assists in implementing and monitoring student-related activities such as enrollment, orientation, recognition ceremonies, capstone project/thesis/dissertation completion and monitors submission of requirements for graduation.

The office aims to establish a nurturing research environment in NTTCHP by heading the development of research and the provision of support to faculty, REPS, and student researchers through the various grants from NTTCHP, National Graduate Office for the Health Sciences, National Institute of Health, UP Manila, and other institutions.

The office spearheads the various extension and continuing education programs of NTTCHP. This includes the institutionalized programs such as the free monthly seminars, the interuniversity workshops, and the annual national conference, as well as other continuing education programs designed for specific groups. Moreover, the OECE is also behind the production of the “Health Professions Teacher”’ the official newsletter of the NTTCHP.

The office is responsible for the design, implementation, evaluation, and continuous improvement of existing curricular programs, and the development and institutionalization of new curricular programs relevant to the needs of a given educational institution. It is also tasked to develop and implement faculty development programs at both local and national levels.

By fostering partnerships with diverse stakeholders, the Office of External Linkages (OEL) of the National Teacher Training Center for the Health Professions (NTTCHP) aims to enhance the quality and impact of the college's health professions programs.
Vision:
To be a leading center for fostering strategic connections within the healthcare ecosystem, empowering NTTCHP to shape future healthcare professionals and advance the field.
Mission:
To cultivate a culture of collaboration by forging strong partnerships with external stakeholders, facilitating knowledge exchange, and promoting NTTCHP’s reputation as a hub for innovation and excellence in healthcare education.
Objectives:
1. Develop and implement a strategic plan for external linkages, aligned with UP Manila Office of International and Local Linkages (OILL)‘s mission and strategic priorities.
2. Identify, cultivate, and manage strategic partnerships with diverse stakeholders to enhance collaboration and knowledge exchange.
3. Facilitate faculty and student engagement in joint programs, research collaborations, professional development, and interprofessional activities with partner institutions.
4. Organize public lectures, conferences, and workshops featuring experts from partner organizations to promote knowledge dissemination and industry engagement.
5. Develop and implement communication strategies to showcase the college's achievements, expertise, and impact within the healthcare community.
6. Monitor and evaluate the effectiveness of external linkage initiatives and make adjustments as needed.

The office ensures that information generated from students, personnel, and clients of NTTCHP are protected and kept safe in accordance with the Data Privacy Act of 2012. The office creates and implements policies related to safe, accurate, and efficient collection, recording, storage, and retrieval of information, both personal and institutional, aligned with policies set forth by the University. It also creates and implements policies that will ensure protection of creative works of students, faculty, and staff, and encourage production of original works that will be beneficial to the public. The office also monitors adherence of students, faculty, and staff to copyright laws and fair use in all academic, administrative, and creative endeavors.
