Utility, Rent, and Mortgage Assistance
Eligibility: Low income persons who meet qualification standards as explained on their website.
About: Access Nebraska provides economic assistance*, developmental disability assistance, and Medicaid assistance. You can access the website to apply for assistance and to submit documents needed for assistance. Or, you can call the staff on the main phone lines provided. The offices located in Omaha, Papillion, and Fremont have kiosks available to apply for economic assistance. These offices also have telephones, computers, and scanning available for your use.
*Economic assistance through Access Nebraska includes any or all of the following: Help buying food, Cash assistance to dependent children or to the aged, blind, or disabled, Low or No-Cost Health Care (Medicaid), Hep with utility expenses, Help with child care expenses, Help with services for the developmentally disabled, Social services for aged and disabled adults, and social services for families, children, and youth. Eligibility/ Restrictions: Must be a Douglas County resident between the ages of 19-64 who do not qualify for other means of public assistance, or do not have sufficient income.
Chapter 68 of the Nebraska Statutes requires counties to provide for the poor of the county who are not eligible for any other governmental assistance and do not have a parent, stepparent, or spouse responsible for their support. These statutory requirements are the basis for the
programs administered by the Department of General Assistance, which are considered to be “programs of last resort.”

For Front Door Services: Household will have a brief Triage screening to determine eligibility for Prevention, Diversion or Homeless services. Once eligibility is assessed the household will be explained their options and given the choice for further assessment.
Description:
Focuses on homeless and eviction prevention. Provides help with utilities, housing, food pantry, bus passes for individuals who have just started a new job, and helps with getting ID/birth certificate. Walk-ins are welcome; call for schedule to find out when certain services are available.

A NE Telephone Assistance Program (NTAP) Program
Eligibility: Customers who live on trial land are eligible for Lifeline if you, your dependent, or a member of your household participates in any of the following programs: Medicaid, Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Federal Public Housing Assistance, Children's Health Insurance Programs, Veterans Pension Benefit/Survivors Pension Benefit, Income at or below 135% of poverty level;
or any of these Tribal Specific Programs: Bureau of Indian Affairs (BIA) General Assistance, Tribal Temporary Assistance for Needy Families (Tribal TANF), Food Distribution Program on Indian REservations (FDPIR), Tribal Head start (only households that meet the income qualifying standard).
