Title: Co-creating risk communication guidelines with and for italian citizens
Authors: Francesco Seganfreddo, Andrea Rubin
Citizen engagement is increasingly recognized as key in risk communication, covering prevention, response, and recovery for natural and anthropogenic disasters (Balog-Way et al., 2020). However, co-creation as a strategy to address citizens’ real informational needs remains underexplored
The SCARER project, funded by Italy's Ministry of University and Research, addresses this gap by developing guidelines informed by a national risk perception survey and a public consultation event. Held in Bologna in April, the event gathers 100 citizens, representative of Italy’s population by gender, age, provenance, and education. Following previous models of public consultation (Moreno-Castro, Mendoza-Poudereux & VengutCliment, 2020), through workshops and discussions, it examines informational needs and behaviors regarding risks, especially floods. Facilitated citizen discussions will be recorded and later analyzed via content analysis tools like NVivo, creating the base for the communication guidelines.
The ultimate goal is to enhance community resilience in Italy by promoting engagement-based communication strategies among risk-management stakeholders, fostering a 'risk culture' centered on citizens' needs.
