Public Policy Tables

The goal of these tables is to discuss the feasibility of implementing knowledge production areas in cities. This discussion will consider the perspectives of both state and municipal governments, as well as address the social and environmental concerns associated with these territories.

José Police Neto is the Undersecretary of Urban Development for the State of São Paulo. He leads the Housing and Real Estate Center at Insper's Arq.Futuro de Cidades Laboratory. He also coordinated the first public sector development marathon (hackathon). In addition, he has played a key role in implementing various laws and policies such as the Municipal Corruption Prevention Policy (Law No. 17,273/2020), the Performance Indicators of the Municipal Public Sector (Law No. 14,173/2006), the São Paulo "Procon" (Law No. 14,029/2005), and the Municipal Digital Inclusion Policy (Law No. 14,668/2008). He has also been involved in enacting laws related to the Social Function of Property (Law No. 15,234/2010) and Land Regularization (Law No. 15,720/2013), as well as the Pedestrian Statute (Law No. 16,673/2017) and the Bike SP Program (Law No. 16,547/2016).

Carolina Baracat Lazinho is the Urban Planning Secretariat at Campinas City Hall. She graduated in Architecture from Faculdade Metodista de Piracicaba and holds a master's degree in Environmental Management from the same institution. Prior to becoming head of the Campinas Department of Planning and Urbanism (Seplurb) in late 2021, she had already been working in the department since 2014 as director of the Department of Urban Planning and Development (Deplan). Following the division of the portfolio in July of this year (2023), Carolina Baracat Lazinho assumed responsibility for the Municipal Urban Planning Secretariat. From 2003 to 2008, she worked as an architect and coordinated land regularization processes at Cohab Campinas. She also served as director of the Housing Secretariat at Sumaré City Hall and later held the position of secretary for a period of nine months.

Talita Bottas is the Executive Secretary for Innovation and Technology at Osasco City Hall, where she holds various management and leadership positions. She is also the President of the Board of Directors of the Technological Development and Innovation Agency - INOVA OZ. Talita holds an MBA in Management and Social Entrepreneurship, a Postgraduate degree in Project Management, and a Master's degree in Policy and Public Organization Management. In her role at the Executive Secretariat for Innovation and Technology, she is responsible for coordinating the implementation of policies aimed at promoting the strengthening of the innovation ecosystem, technological development, smart city projects, and fostering collaboration among the public, private, academic, and social sectors.

Milena Serafim is an Associate Professor of Public Administration at the Faculty of Applied Sciences/UNICAMP. She holds a PhD in Scientific and Technological Policy from Unicamp and is recognized as a Pq-2-CNPq Productivity Fellow. Currently, she serves as the Associate Director of the Faculty of Applied Sciences (FCA / Unicamp). In addition to her academic roles, Milena has gained practical experience in program management at the Ministry of Social Development and as a UNDP consultant at the Ministry of Health. Her expertise lies in the areas of planning, management, monitoring, and evaluation of public policies, public administration, and university management. Milena's research interests encompass a wide range of topics, including the analysis and governance of public policies and institutions, behavioral sciences and the decision-making process, science, technology, and society, scientific diplomacy, university and higher education, human rights, and sustainable development. She also takes on the role of CEUCI Partnerships Coordinator.

Table 2 - Innovation, Sustainability and Social Participation

Marcelo Coluccini serves as the Municipal Secretary of Planning and Urban Development at Campinas City Hall. With a degree in Law from PUC-Campinas, he has also completed specializations in Business Law from Facamp and in Environmental Engineering from Unicamp. Over the course of his career, spanning 24 years, Marcelo Coluccini has worked at Claro, Global Ambiente, Sanasa, and ADP Systems. Additionally, he has held the position of regional director at Secovi SP, while also serving as an advisor to several municipal councils in Campinas, including the Defense of the Environment (Comdema), Urban Development (CMDU), and the City (Concidade). He is also an active member of the Environmental Commission of OAB SP. Prior to his current role as municipal secretary of Campinas, Marcelo Coluccini was engaged in the Climate Change and Sustainability Advisory for the Government of the State of São Paulo.

Sylvia Barbosa Angelini is the Director of the Urban Planning Department at Jundiaí City Hall. She is an architect and urban planner, having obtained her degree from USP in 1995. She also holds a specialization in Modern and Contemporary Urbanism from PUC-Campinas (1997), a Master's degree in Environmental Engineering Sciences from USP (2001), and a lato sensu postgraduate degree in the Master's in Leadership and Public Management from Instituto Singularidades and CLP - Public Leadership Center (2019). Sylvia has been a public servant at Jundiaí City Hall since 2004, focusing on the design and management of public policies related to urban planning, environment, and education. She has been serving as the Director of Urban Planning since 2017, where she has spearheaded important initiatives such as the Public Policy for Children in the City (2017) and the Climate Change Mitigation Policy, which includes programs like Pé de Árvore, Horta Urbana, and Jardins de Chuva (2021). Additionally, she has been involved in the coordination of the Novo Horizonte Neighborhood Plan and its surrounding region, as per Law 9,817 of 2022.

Rebecca Dantas is an advisor for public policies at the Municipal Government Secretariat of São Paulo City Hall. She holds a Master's degree in Urban Development from UFPE and specializes in Social Urbanism from Insper. With a background in Architecture and Urban Planning, she has valuable experience in public management, having worked in the city councils of Recife and São Paulo. Currently, she serves as an advisor for public policies at the Municipal Government Secretariat. Rebecca's expertise lies in urban management, the development and monitoring of public policies, community engagement, and participatory processes utilizing collaborative methodologies. Moreover, she has a proven track record in establishing public-private partnerships and employs creativity, strategy, communication, and research skills to integrate academic and professional practices in the pursuit of sustainable, inclusive, and equitable cities.

Tainá Bittencourt is a Consultant and technical advisor for the National Front of Mayors. She is a civil engineer, holding a degree from the Federal University of Paraná, with part of her studies completed at the Institut National des Sciences Appliquées de Lyon. She also holds a PhD in Transport Engineering from the University of São Paulo. Currently, Tainá is a researcher affiliated with the Geoprocessing Laboratory at the USP Polytechnic School and the Center for Metropolis Studies (CEM). Her research primarily focuses on urban and public transport planning, as well as their impact on socio-spatial inequalities. In addition to her research work, she also provides consultancy and technical advice on urban mobility for the National Front of Mayors.

Silvia Regina Stuchi Cruz is currently a researcher at CEUCI, with a scholarship from FAPESP. She conducted a post-doctorate in Sustainability at EACH-USP from 2018 to 2022, focusing on active mobility. She holds a Bachelor's degree in Environmental Management from the School of Arts, Sciences and Humanities (EACH) at the University of São Paulo (USP) and a Master's and PhD in Scientific and Technological Policy from the State University of Campinas (Unicamp). She completed a sandwich doctorate internship at the Center Lillois d'Etudes et Recherches Sociologiques et Economiques (Clersé-USTL) at the University of Science and Technology of Lille 1. She also worked as a visiting researcher at the VTT Technical Research Center of Finland. Since 2014, Silvia has been the founding director of Instituto Corrida Amiga, a social organization that promotes walking as a means of transportation and addresses related topics such as the right to the city, occupation of public space, ethics, citizenship, and freedom of movement. Additionally, since 2016, she has been coordinating the Como Anda project, which aims to understand the scenario of walking mobility in Brazil. From 2015 to 2017, she served as the executive secretary of the ANTP Walking Mobility and Accessibility Technical Committee. In 2016 and 2017, she was a member of the Walking Mobility Thematic Chamber of the Municipal Traffic and Transport Council in the city of São Paulo. As of 2021, Silvia has been a member of the executive committee of the International Federation of Pedestrians-IFP. Her accolades include winning the Estadão "Vozes da Mobilidade" award, receiving the "Descarbonário" award from Climate Reality Brasil, and receiving an honorable mention from the CAU Educa award, all in 2021. She also secured second place in the "Innovation in Mobility" award from the National Front of Mayors and Mayors in 2023.
