P&A Senate Chair, Chair-Elect, Past Chair

P&A Senate Chair
The duties of the chair are to:

  • Serve as chair of the P&A Senate and PACC.

  • Work with Senate Office staff to determine the annual meeting schedules for PACC and the P&A Senate and propose agenda items for meetings. This includes:

    • Seeking input from PACC members on items to be included in the agenda

    • Contacting presenters and providing monthly updates on the presentation schedule

    • Verifying with Office of Human Resources (OHR) issues ready for review, consultation, or approval by PACC

  • Guide senate and consultative committee goal-setting, work plan, and responses to current issues.

  • Serve as liaison to the central administrative offices for all PACC business.

  • Distribute to PACC members policies requiring PACC consultation prior to the 30 day review period, and arrange for policy owners or subject experts to attend PACC meetings.

  • Appoint PACC subcommittees and task forces as appropriate. Consult routinely with chairs or co-chairs of PACC subcommittees and task forces.

  • Work with Senate Office staff to conduct elections of new P&A Senate members, PACC members, and P&A serving on the University Senate.

  • Meet monthly with OHR representatives to discuss the PACC agenda and related OHR issues.

  • Organize and lead any retreat for the P&A Senate or PACC.

  • Serve as contact to the University administration regarding P&A employee participation on committees, search committees, and task forces. In the event PACC is not asked to suggest a P&A employee for appointment to a committee or task force where P&A participation is important, the chair contacts the office appointing the committee or task force and requests that the membership of that committee or task force include a P&A staff member.

  • Represent PACC at all Senate Consultative Committee (SCC) meetings and discuss with P&A employees issues of concern pertaining to P&A employment and related matters.

  • Be knowledgeable about P&A employment and personnel policies and the role of PACC in the University’s governance structure.

  • Attend all University Senate meetings.

  • Prepare an annual written report for the June Board of Regents (BOR) meeting.

    • Send annual report to PACC’s Senate Office staff person three weeks prior to the June BOR meeting to meet the docket deadline.

    • Staff person will forward the report to the appropriate person in the Office of the President.

    • Attend the June BOR meeting to be recognized for service.

  • Attend Senate Committee Chair meetings, once per semester.

  • Meet regularly with the governance liaison from the Office of the President.

  • Respond to all email correspondence from constituents. Routinely monitor the P&A Senate leadership email account at pasench@umn.edu.


Additional Information:

The chair is a voting member of the University Senate.

The chair is a voting member of the Senate Consultative Committee.

In the P&A Senate, the chair casts the deciding vote in any matter receiving equal votes.

The chair may be asked to serve on interview panels for senior administrator searches.

It is strongly recommended that the chair attend monthly BOR meetings.


P&A Senate Chair-Elect
The duties of the chair-elect are to:

  • Serve as vice chair of the P&A Senate and P&A Consultative Committee (PACC).

  • Assume responsibility designated by the chair.

  • Serve as liaison to the Civil Service Consultative Committee (CSCC) and attend its monthly meetings.

  • Attend all meetings of the P&A Senate and PACC and assist with preparation of agendas, including identifying and inviting speakers.

  • Assist in goal-setting, senate work plan, and reactions to current issues.

  • Assume the duties of the chair in the event of an absence or incapacity of the chair.

  • Attend all Board of Regents (BOR) meetings and report back to the P&A Senate and PACC on issues of interest to P&A staff.

  • Represent PACC at all Senate Consultative Committee (SCC) meetings.

  • Be knowledgeable about P&A employment and personnel policies and the role of PACC in the University’s governance structure.

  • Attend all University Senate meetings.

The chair-elect is a voting member of the University Senate.

The chair-elect is a voting member of the Senate Consultative Committee.

The chair-elect may be asked to serve on interview panels for senior administrator searches.


P&A Senate Past Chair

The duties of the past chair are to:

  • Mentor and assist the chair and chair-elect.

  • Liaise with other groups as requested.

  • Substitute for chair and/or chair-elect when necessary.

  • Assume responsibilities delegated by the chair.

  • Attend all P&A senate meetings.

  • Attend monthly PACC meetings.

  • Assist as requested with preparation of agendas, including identifying and inviting speakers.

  • Assist in goal-setting, senate work plan, and reactions to current issues.

The past chair serves ex officio and does not vote on Senate motions.
