Emerging Leaders Incentive Scheme
The First Peoples Emerging Leaders Incentive Scheme is a holistic and equality-based approach to Indigenous scholarships and student development within Townsville Catholic Education (TCE) secondary schools. All Aboriginal and Torres Strait Islander students across the 11 secondary schools in the Diocese are able to join the program. As an Emerging Leader, each student completes a Personal Leadership Agreement with the support of a mentor and their school’s own Emerging Leaders Coordinator.
The Personal Leadership Agreement requires the Emerging Leader to set goals based on the three pillars of the program:
attendance
academic improvement; and
engagement.
Once the agreement is in place between the student, their family and the School Emerging Leaders receive subsidies to participate in activities that support attendance, academic improvement, and engagement in:
community service
cultural events and
other experiences.
The Emerging Leaders Program was introduced in 2018 in partnership with the Australian Government and has seen more than 2300 students transition successfully through the program, we're so excited to announce that the Program recently has been extended to December 2024!
We have worked closely with schools to implement the program model in their unique contexts. For some, this has included the mentor programs which enlists the help of volunteer teachers and school staff to provide increased support for the students or to be a named champion for students. For others, this has included the implementation of Indigenous Homerooms and Indigenous Study Club.

Emerging Leaders at SACC - Location and Timing
Where: L Block
When: Every Thursday Afternoon (3:00-4:00pm),
Term 1 - Weeks 5-8,
Term 2 - Weeks 3-8,
Term 3 - Weeks 3-8,
Term 4 - Weeks 3-8
What: The Emerging Leaders program is a time to come together as a group to participate in a variety of activities (Academic, engagement and attendance). These activities are linked to the requirements of the Emerging Leaders Scheme such as:
Academic tutoring (a time for students to work on assessments/study with the guidance of teachers/tutors),
Cultural activities (e.g. cooking damper, learning traditional skills, etc)
Engage in College community events (e.g. House Assemblies, Anzac Day, St Anthony's Day etc).
Emerging Leaders Electives (Study Skills, NAIDOC, Photo Journaling)
Study and Tutoring Rules
Find your STUDENT PROFILE/FOLDER and sign your STUDY SESSIONS WORKSHEET (Week, Task, Smiley Face, Teacher Signs).
Check the ASSESSMENT CALENDAR for upcoming due dates.
Sit in a chair at the correct SUBJECT AREA TABLE (Nowhere else, No exceptions).
Ask your TUTORS for help. That's why they are here.
QUIET STUDY - No loud talking or distracting other students.
Ask a teacher to use HEADPHONES. These are only to be used for subject learning. If these are not used appropriately (ie. listening to music) these will be CONFISCATED.
Use your DEVICE appropriately. No Youtube, Spotify, playing games, etc.
PRINT OFF any assignments during this time. Ask a teacher for permission. Have them ready for your teachers.
Once everybody is settled and working, a teacher will let them know that BREAKFAST FOOD is available
If you have FINISHED all your work show a TEACHER/TUTOR, HELP someone else, complete an ELECTIVE MODULE, or return to ASSEMBLY/HOMEROOM.
If you are caught breaking these rules you will be asked to LEAVE the study area.
Subject Areas and Tutors
The Emerging Leaders Program enlist the help of Tutors and staff to assist students with assessment, homework and other school content. Specialist help is available in the following subject areas.
For additional assitance students can also access the College Homework Program. Please contact the library for further assistence.
