NYS's Annual Professional Performance Review for teachers uses a two category matrix system that includes student performance and teacher observation. The purpose of this website is to provide an overview and orientation to the APPR system, including procedures, forms, protocols and time-lines. All procedures are in adherence to the guidelines and stipulations set forth in the Tompkins-Seneca-Tioga BOCES Teachers Association Collective Bargaining Agreement and are incorporated by reference into the current collective bargaining agreement. They are in alignment with the NYS Education Department guidelines at the time of agreement.
The heart of any educational institution is the instructional practice of its educators. The Annual Professional Performance Review (APPR) is designed to provide encouragement and support to educators as they strive to improve their instructional practice, as well as to provide a framework for evaluation.
In compliance with NYS Educational law, each teacher will receive an annual professional performance review resulting in a teacher performance rating of “highly effective,” “effective,” “developing,” or “ineffective.”
Each teacher will be evaluated by a trained evaluator who is administratively certified.
This APPR plan has, at its heart, a sincere desire to promulgate improved student achievement results through analysis of data, feedback on instruction, professional development, and understanding of appropriate curriculum, instruction, and assessment. Point totals are a means to that end.
