NCEA (National Certificate in Educational Achievement) is the main school based qualification in New Zealand.
To be awarded a Level 1 Certificate you need to achieve:
60 credits at Level 1 or higher,
Co-requisite requirements for numeracy and literacy (see below)
To be awarded a Level 2 Certificate you need to:
Achieve 60 credits at Level 2 or above, and
Have met the Co-requisite Literacy and Numeracy requirements.
To be awarded a Level 3 Certificate you need to:
Achieve 60 credits at Level 3 or above, and
Have met the Co-requisite Literacy and Numeracy requirements.
In order to be awarded any NCEA Certificate (Level 1, 2 and 3) you must have met the co-requisite requirement of 10 Literacy and 10 Numeracy credits. The required standards are:

US32413: Ka mārama, ka tautohu i ngā whakaaro matua o tētahi reo ā-waha, o tētahi reo ā-tā hoki : 5 credits
US32415: Ka whakamahi i te reo kia tutuki ai tētahi pūtakenga whakawhiti kōrero, tuhituhi hoki : 5 credits
US32412: Te whakamahi pāngarau hei whakaoti rapanga o te ao o te ākonga (Pāngarau) : 10 credits
These requirement are each assessed by an online test (CAA - Common Assessment Activity or TAPA - Tūmahi Aromatawai Pātahi). These are available twice a year in term 2 and in term 3.
There is also a portfolio option for te reo matatini me te pāngarau, which must be submitted in term 4.
Until December 2027, it is also possible to meet these requirements by achieving 10 literacy credits and 10 numeracy requirements from specified achievement standards. However if the credits from an achievement standard are used to satisfy the co-requisite requirements they can not contribute to the 60 credits needed for an NCEA certificate.
