Default Admin applies to users who need access to ALL Courses for a specific Campus. These users are added to the CourseKey Configuration which adds the users to all courses.
Permissions are awarded in CourseKey and apply the rights a user will have when they are utilizing CourseKey. Permissions do not update access to Courses.
