The Estimate Capture record captures the construction estimate prior to award to provide the basis for construction contract forecast generation. Use tools such as the Project Cost Planner Tool (PCPT), Work Hour Estimation Tool, Engineering Estimates & Market Analysis (EEMA), Direct-to-Project Cost Estimation Calculator (DPT CE Calculator), or other independent methods to determine the project estimate.
Enter cost estimates at Scoping, FIR, FOR milestones, and at least 90 days prior to advertisement or when there is a scope change.
The estimate is often broken into the following classifications: Total Pre-Construction, Total Construction, and also as ROW, Utilities, Design, Environmental, and Miscellaneous (RUDEM) phases.
Construction Phase estimates include Construction Engineering (CE) & Indirect charges.
Access: This record is located in the Plans module of PMWeb.

Use the record header section to specify a project and enter general information about the cost estimate.
In the Project dropdown menu, select your project.
In the Description field, use "Estimate updated YYYY-MM-DD" as a standard description. The sub-account or Project Control Number is not entered in the Estimate Capture Description field.
In the Category dropdown menu, select the stage in the project lifecycle relevant to the current estimate.
In the Reference field, enter the source (Project Cost Planner Tool, EEMA, Phase Estimate, ICE, etc.) of the estimate in the Reference field.
Use the items pane to select Estimate Captures items and add them to the Estimate Captures table. To add an item, expand the Estimate Capture Items folder. Then, expand the Construction and RUDEM subfolders. Drag and drop the desired items from the RUDEM and Construction subfolders over the table.
Use the table to enter values for cost estimate items. In the Total Cost column, copy and paste the values of the RUDEM and Construction cost estimates from your reference source. For more information on how to edit tables, please reference the Table Navigation page.
The Estimate Captures record contains several tabs in addition to the Main tab.
Users may add notes to associate with the record in the Notes tab.
Users may add supplemental information in the Attachments tab.
Users may add other individuals to notify of record changes or updates in the Notifications tab.
Users submit the record to workflow for review and approval in the Workflow tab.

There are two reports available in the Estimate Captures record in "BI Reporting":
Estimate Capture Details: summarizes information in the Estimate Capture record by cost code
Estimates Log: enables users to view estimate information for multiple projects at once. Note: you may need to update the filters to display multiple projects.
Once the submitter sends the record to Workflow, PMWeb automatically approves the record. The record's status changes from Draft to Approved.
The Estimate Captures record integrates with or triggers to/from the following:
The approved Construction Contract Cost** estimate imports into PMWeb's Forecast record and is used to project monthly drawdowns until post-award at which point the Form 65 line 7 details are populated (check to see if a Journal Entry record exists for the project).
Consult your Resident Engineer, Program Engineer and PMO Rep to understand when to use the Project Change Record in conjunction with Regional Change Control to formally adjust the project's budget or scope to address variances between the planned budget and current estimate.
Project Cost Planner Tool (PCPT)
Used at the beginning of the project lifecycle to perform initial cost planning for a project.
Work Hour Estimation Tool
Used in conjunction with the PCPT, usually at the beginning of a project, to estimate work hours needed for project activities.
Independent Cost Estimate methods
Umbrella term for any other type of cost estimating methods used as needed throughout the project lifecycle.
EEMA (Engineering Estimates and Market Analysis)
Used after the FOR milestone to provide market-based estimates for project costs.
Direct-to-Project CE Calculator
Required to be used prior to final award during the budget allocation process at the advertisement milestone to calculate direct project charges to help finalize the project budget.
How does PMWeb work with SAP?
PMWeb is integrated with SAP through Mulesoft (every night). PMWeb projects can be created as soon as needed. Once an SAP project is created, the PCN is entered into the PMWeb project record for data syncing; that evening (and every subsequent evening), specific SAP data fields are read into PMWeb. As needed, additional data fields are integrated.
Duplicate entry is not intended between PMWeb and SAP as these systems have different primary purposes: PMWeb is for the delivery teams managing projects, and SAP is for controlling costs as the source of financial transaction data. Until PMWeb is used by all projects in your respective region, some activities will occur in both systems. For example:
Drawdowns continue to be entered into SAP so that DAF receives construction expenditures forecasts for their cost model. Forecasts will be automated within PMWeb based on estimates/contracts. Once all region projects and schedules are in PMWeb, SAP drawdowns can end.
Milestones continue to be entered into SAP as the source of milestone dates across projects. Once region project schedules are in PMWeb, SAP milestones can end.
As additional functionality is configured into PMWeb, it will become the source of non-financial transaction data, which will further the project data managed in PMWeb rather than SAP.
