This study presents the development of a Web-Based Leave Management System (WBLMS) designed for the Human Resource Management Office (HRMO) of the Local Government Unit (LGU) of Balingasag to address inefficiencies in the existing paper-based leave process. The manual system caused delays, inaccurate record-keeping, and difficulty in accessing and verifying employee leave data. Using the Waterfall Software Development Life Cycle (SDLC) model, the study systematically followed the stages of requirement analysis, system design, development, testing, deployment, and maintenance. The system was developed using PHP, MySQL, HTML, CSS, and JavaScript to ensure functionality, security, and accessibility. Key features include online leave application and approval, real-time tracking of leave balances and credits, and automated reporting tools for HR administrators. The results demonstrate that the system successfully streamlined leave management operations, reduced human error, and improved transparency and accessibility for both employees and HR personnel. The study concludes that the implementation of a web-based solution enhances operational efficiency, strengthens data security, and supports digital transformation in local government administration.
