Fr. Raglan trained at the English College in Rome and was ordained at Arundel Cathedral, his home parish, in 1986. He was assistant priest at the Sacred Heart, Hove until 1989 when he went as Catholic Chaplain to Sussex University and Brighton Polytechnic (which from 1994 became a University).

He took further studies in Spirituality at the Milltown Institute, Dublin, and was then Parish Priest of St. John the Evangelist, Horsham from 1998-2008, where he also became one of the priests involved in the Mass for the Deaf community.

Up to August 2021 he was Parish Priest of Our Lady of Ransom, St Agnes and St Gregory, Eastbourne; which also supplies priestly ministry to the Chaplaincy at Lewes Prison.
