As our Naval Science Instructors, Captain Randle and Chief Mack oversee the Cadet Staff and work the closest with the Unit's Big 3. They hold the final opinion in Unit decisions and ensure that the unit policies, rules, and regulations adhere to those of Saint Mary's County.

About Captain Randle...

The son of English immigrants, Captain Randle grew up in Montville, New Jersey.  After graduating from the United States Naval Academy as an Ensign in 1985, he attended Aircraft Maintenance Officer training in Pensacola before reporting to Fighter Squadron 142 and deploying on USS Dwight D Eisenhower. Lieutenant Randle then served at the Aircraft Intermediate Maintenance Departments (AIMD) at Naval Air Station Norfolk and on USS Theodore Roosevelt, serving in all AIMD Division Officer positions between these two tours.

Following Naval Postgraduate School, Lieutenant Commander Randle served as the Maintenance Advisor to the Kuwait Air Force for their 40 F/A-18 Hornets, naval aviation’s largest foreign military sales program.  He reported to USS Nimitz during Refueling Complex Overhaul, where he was selected for Commander and to be a major AIMD Officer in USS Carl Vinson. While rounding the southern tip of India headed for a routine Gulf deployment, the tragic events of September 11th 2001 put USS Carl Vinson at the tip of America’s spear.  She launched the first strikes of Operation Enduring Freedom, and continued bombing for 72 days.

Commander Randle then reported to Naval Air Systems Command, PMA 205 (Training Systems).  He was the Deputy Program Manager for Individual Training, acquiring and supporting systems for aviator safety and survivability, air traffic control, landing signal officer, aircraft firefighting, “A” & “C” school training devices, refresher technical training for deployed sailors, CVN 21 training, and training management.  Following the Industrial College of the Armed Forces (ICAF, now called The Eisenhower School), Captain Randle reported to Chief of Naval Operations Staff as the Branch Head for Aviation Readiness.  He resourced the Navy/Marine Corps Flying Hour Program, Aviation Depot, Air Systems Support and Aviation Enabler accounts, totaling $8 billion annually.  Captain Randle concluded his active duty career as the Military Director for NavAir 6.7, Maintenance Planning & Industrial/ Logistics Support, leading 1,550 personnel who plan the maintenance and logistics for 3,700 Navy/Marine aircraft. He also served as Director, Naval Aviation Enterprise Corrosion Prevention Team. 

Following retirement, Captain Randle worked as contract support to the Navy.  He was the Project Manager for the MH-60R/S Navy Aviation Simulation Master Plan, upgrading helicopter simulators so that simulated flight hours could be substituted for a portion of actual flight hours.  Captain Randle assumed leadership of the Great Mills NJROTC unit in January 2015.

Captain Randle earned his Bachelor of Science from the United States Naval Academy. He earned a Master’s degree in Material Logistics Support from Naval Postgraduate School, and a Master’s degree in National Resource Strategy from ICAF, both with distinction.  Captain Randle's personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (3 awards), Joint Service Unit Commendation, Navy/Marine Corps Commendation Medal (2 awards), and Navy/Marine Corps Achievement Medal (2 awards).  He is a member of the Acquisition Professional community, and is certified Level III in Program Management, Life Cycle Logistics, and Production & Manufacturing.

Captain Randle is married to the former Fiona McInnes of Lymington, Hampshire, England.  Their son Luke graduated from Chopticon High School in 2018 as part of the Academy of Visual and Performing Arts.  He graduated from Liberty University class of 2022, double majoring in Journalism and Digital Media.  Luke is now a reporter and weekend anchor for CBS-2 television in Boise Idaho.  Captain Randle is active as an actor in the annual Sotterley Halloween show, headlining as Captain Greenbeard in 2019.  He was inducted into the Montville Township High School Hall of Fame in 2012.

About Chief Mack...

Chief Petty Officer R V Mack is a native of Kannapolis, NC and enlisted in the United States Navy in March 1989.  He attended Basic Training at Recruit Training Command, Great Lakes, Illinois.  Upon completion of Hospital Corpsman “A” School in Great lakes, Illinois in September 1989, and Field Medical Service School in October 1989. HN Mack then reported to Recruit Training Command as a NAVET in November 1989.  He then reported to Naval Hospital Portsmouth, VA from December 1989 to September 1992 and served as Senior Corpsman of the Well Baby clinic and the Immunization Clinic. During his turn at Portsmouth Naval Hospital, he was deployed in September 1990 to Fleet Hospital Five in support of Operation Desert Shield and Storm and was advanced to Petty Officer Third Class. During this tour, he graduated from Winston-Salem State University with a Bachelor of Arts Degree.   

In search of sea going opportunities, in February of 1992 HM3 Mack transferred to 2nd Marine Division, Camp Lejeune, NC and was assigned to 2nd Battalion, 8th Marines as a Field Medical Corpsman and completed a multiply deployments and training exercises to include a six-month deployment to Okinawa, Japan from June 1993 to December 1993.                

In October 1994, he attended Naval School of Health Science, San Diego, California, and Otorhinolaryngology (ENT) “C” School and graduated with honors.  His next tour of duty was Naval Hospital Portsmouth, Portsmouth, VA from February 1995 to May 1999.  During his tour, he served as Leading Petty Officer of the ENT Operating Room Suite, ENT Training Petty Officer and advanced to Second Class Petty Officer. 

In May 1999, he reported to Naval Ambulatory Care Clinic Groton, Groton, CT, where he served as Leading Petty Officer of the ENT Department, Assistant Physical Readiness Training Coordinator, Departmental Career Counselor and Outpatient Records Liaison. During this tour, he completed the USMAP National Apprenticeship Program for LPN and his Masters of Public Administration Degree from Troy.

In May 2001, Chief Mack transferred to Advanced Medical Laboratory Technician “C” School at the Naval School of Health Sciences Portsmouth, Portsmouth, VA. He graduated with Honors and an Associate’s Degree in Medical Laboratory Science form Thomas Nelson Community College in July 2002. 

In September 2002, Chief Mack reported to Naval Branch Clinic Patuxent River, Patuxent River, MD.  As the Leading Petty Officer of the Laboratory Department; he was directly responsible for providing administrative, supervisory and professional development of laboratory technicians and was advanced to First Class Petty Officer

In February 2006, Chief Mack transferred to Marine Aircraft Group 31, Marine Wing Support Squadron-273 (MWSS 273), as the advanced Laboratory Technician and quickly assumed the position as the Squadron Leading Petty Officer.  Chief Mack relished the challenge, tackled all responsibilities as MWSS-273 medical department LPO for 22 corpsmen with enthusiasm and efficiency, and led combat operations in Iraq in support of OPERATION ENDURING FREEDOM and IRAQI FREEDOM.

Upon his Selection to Chief Petty Officer in September 2007, he severed as the Leading Chief Petty Officer of MWSS-273 and deployed to Iraq in support OPERATION ENDURING FREEDOM and IRAQI FREEDOM for a second tour.  He led the development and oversaw the implementation of MWSS-273 Flight Line Aid Station, medical pre-deployment plan of actions, Force Health Protection, and ensured maximum medical readiness for MWSS-273 combat operations.

In August 2009, Chief Mack transferred to US Naval Hospital Yokosuka Japan; he served as Senior Enlisted Leader for both Ancillary Services and Dental Departments, and served on numerous committees and boards. In July 2012, he graduated from the University of Phoenix with a Masters of Business Administration Degree. 

Chief Mack’s personal awards include the Navy Commendation Medal, Navy/Marine Cops Achievement Medal (three gold stars), Good Conduct (six bronze stars) and various service awards.
