Wyandotte County Juvenile Detention Center (JDC)
Youth in Wyandotte County JDC are in a juvenile detention lockdown facility due to legal issues. Communication outside of the facility is kept to a minimum and monitored closely. Any visit to the resident in the facility is relegated to the immediate family and professional personnel. All visits whether familial or professional must be scheduled and approved in advance through the WYCO Juvenile Detention Center Administration. Education related issues should go through the school office via the USD 500 School Administrator, Geoff Markos.
The school psychologist at JDC is Jill Rangarajan. The special education coordinator is Lori Allen.
For students who have a current IEP:
· If the student has an IEP from within the Cooperative, services will be implemented.
· If the student has an IEP from outside the Cooperative, then a request for records is submitted after the student has been there for two weeks. When the IEP is received, services will be implemented.
For students who have an expired IEP:
· If the student has an IEP from within the Cooperative and the IEP is expired by more than 1 semester, then the most recent case manager is contacted for input regarding services and the IEP is written by the JDC service provider. Services should be determined based on the needs of the student when they return to a school placement.
· If the student has an IEP from outside the Cooperative, the IEP will be written by the JDC special education service provider as soon as possible, but not more than 40 school days. Services should be determined based on the needs of the student when they return to a school placement.
For students whose IEP is due:
· If the student has an IEP from within the Cooperative, the case manager from the student’s last primary attendance building conducts the meeting. The meeting will occur at the student’s most recent primary attendance building. This includes setting up the meeting (ensuring that all IEP members are present), conducting the meeting, and writing the IEP. The case manager should contact the JDC service provider to get input regarding the student’s current needs to write the IEP.
· Services should be determined based on the needs of the student when they return to a school placement. The current primary provider continues as the primary provider. The JDC service provider will update progress reports at required reporting periods as long as the student is at JDC.
· Once the date is determined by the primary provider, then the JDC service provider is contacted and provides the student with their invitation to the IEP meeting.
· The IEP meeting will be held at the most recent primary attendance building with participation from the student via conference call/speaker phone for a maximum time limit of 30 minutes. This conference can occur between the times of 8:00 – 11:00 am and 12:00 – 3:00 pm per JDC schedule.
· It is a violation of individual rights to ask questions regarding the reason for the incarceration or any questions pertaining to the court case.
· If the student is unable to participate in the IEP meeting due to unforeseen circumstances while at JDC, then the JDC service provider will review the IEP document and meeting notes and related IEP documents with the student at their next service delivery time.
· If the student has an IEP from outside the Cooperative, the IEP will be written by the JDC special education provider. The meeting will be held at JDC and the legal education decision maker will participate via phone conference at the JDC (it may not be possible for the student to participate in the meeting due to logistical obstacles at the facility). The JDC service provider will get input from the student prior to the meeting and report that information during the meeting.
· Services should be determined based on the needs of the student when they return to a school placement. The JDC case manager is listed on the anticipated services chart as primary provider and will update the progress reports at required reporting periods.
