Do you really need a TV?
Home Theatre Personal Computer is a computer designed to be used as a device for viewing video content and can connect to your television or a high spec monitor. An HTPC is an all-in-one entertainment system. A Home Theatre Media PC should allow you to watch and record live television, watch movies, play games, view videos and photos, and listen to music.

In my case my HTPC is connected to a SONY STR-DN860 AV receiver for sound via an HDMI cable but I also have the option to use an optical cable (SPDIF)

Using your Desktop PC or even a laptop you can turn your Windows system into a full blown HTPC.
Your PC will already have a Graphics card, a screen and a sound mechanism.
With an a HTPC you do not have any recording constrains. You can record until your hard drive runs out of capacity. With a 4T drive that will be a while on my HTPC. You can add additional storage if need be or save all the recording to a NAS drive or even the cloud.
Adding a DAC to a Windows PC
A PC or a laptop usually has a sound chip on board. The on-board sound system may be OK but does not match the sound quality of a DAC. I have introduced a DAC to my PC which I use to listen to my music collection.
One very important component in your PC is your GPU (Graphics Processor Unit). I have a RADEON RX480. This gives me the ability to view very high definition video content. Windows media Center was killed off by Microsoft in Windows 10. There are a few apps that you could turn to.

TV Tuners come in many flavours, some as PCI, PCIexpress and also as USB devices.
For your TV Tuners you will need to connect to an aerial for freeview or a satellite dish if you are going to use freesat. There are many HD channels available now on both broadcast systems.
