This was a commission to identify the best option for the development of Lidcombe Hospital's services to deliver the greatest value to the community.

Scope of Service: The planning phases the development cycle: Needs Appraisal : Health service salients;, Community needs: demography, demand-supply; Service needs : organisation-operation, objectives, resurces, performance; Health Service infrastructure Plan: Service delivery options,consequences, resources, performance, cost effectiveness, preferred strategy. Surplus Asset Disposal Plan: options, urban and townplanning issues, urban development opportunities, options evaluation, feasibility, values.
The preferred strategy was implemented. It delivered large gains in access and quality of care and reduced operating expenditure by $27m annually for a net capital outlay of $35m after the sale of surplus land.
The redeployment of services to Bankstown Hospital and its redevelopment was a core element of the strategy, as was the redeployment of services and facilities to Liverpool Hospital and other service providers. The Urban Development Strategy was also implemented, funding a substantial component of the health infrastructure development costs.
