This was an infrastructure plan for the reorganisation and development of services and facilities for the mentally ill across Western Australia. Based upon contemporary principles, it enabled the redeployment of services and resources from large centralised asylums to facilities within health districts closer to the communities of W.A.
Theorugh the agency of Charles Campbell, the government departments of Mental Health Services and Hospital and Allied Services, Western Australia jointly commissioned me as Principal Consultant and Project Director to needs, demands, evaluate the existing infrastructure, generate and evaluate service-infrastructure options, and to prepare development plans programmes and budgets and schematic designs for the various services and facilites. Accepted; large elements of the strategy were implemented. Reports delivered were as follows:
