Following adoption of the strategic plan for the mentally ill, I developed the plan for the redeployment and development of Swanbourne Hospital's services and resources in accordance with the strategies and principles of Health Services and Facilities for the Elderly with Mental Illness in Western Australia. The plan recommended the following services and facilities to replace Swanbourne (Map reference 4, 244beds) on a local basis as indicated by the accompanying map:
Acute Psychogeriatric Assessment Unit of 24 beds and Day Hospital at Lemnos 5; Psychogeriatric Extended Care Units incorporating Residences and Day Therapy Centre (the latter for residents and community patients): Osborne Park 2 24 beds, Swan Districts 3 24 beds, Bentley 11 24 beds, Fremantle 12 24 beds, Graylands 5 35 places, Cluster homes 15 (various locations) 30 beds.
Division of Intellectual Handicap 35 beds.

When compared to the Approved Hospitals, the Psychogeriatric Extended Care Units are cost effective :
§ 36.4% less than the average cost for all Approved Hospitals and
§ 22% less than the average cost for Swanbourne, the Hospital which they replaced.
