Disaster Debris Management Plan

Purpose

Waikiki is exposed to natural and human-made disasters that generate debris that can harm the well being of its residents, tourists, businesses, and patrons as well as hinder the response and recovery phases of the disasters. This plan serves as a supplement to the Waikiki Pre-Disaster Recovery Plan to mitigate the effects of disaster debris by preparing the District in advance. A Category 4 hurricane could generate almost 3,400,000 cubic yards of debris. This plan will expedite recovery efforts in Waikiki, promote the welfare and safety of Waikiki, and facilitate the removal and disposal of debris in Waikiki. Expediting recovery efforts for Waikiki will promote the livelihoods of the multiple private commercial businesses, which in turn will benefit the economic well being of the City and County of Honolulu.

Scope

This plan addresses the response and recovery phases for debris-generating events within Waikiki. It applies to all types of debris, including but not limited to: vegetative, construction and demolition, displaced sediment, and hazardous materials. This plan also discusses additional responsibilities related to plan implementation, updating, and training sessions. The City and County of Honolulu will be responsible for clearing disaster-generated debris that is on public rights-of- way. However, this does not apply to debris generated by privately owned commercial businesses and their debris is generally not reimbursable for FEMA Public Assistance1. This plan therefore addresses debris management operations for both the City and County of Honolulu and Waikiki businesses.
