The Committee will accomplish its work through two primary lenses: (1) an overall philosophy, with a specific emphasis on climate change and (2) an emphasis on equity, diversity, and inclusion (EDI). These lenses should be considered as over-arching guidance for the other strategies.
Lens 1
Approach aviation environmental issues from a comprehensive perspective; use long-term, global, and holistic approaches to address issues dealing with aviation and the environment; encourage development of meaningful, consistent, and multi-modal environmental metrics; and recognize the urgency of climate change and related carbon reduction (from a life-cycle approach) and climate adaptation research.
Lens 2
Emphasize equity, diversity, and inclusion. Consider the disproportionate nature of environmental impacts to vulnerable communities and communities of color. Also consider the diversity of airport and aviation participants. Consider and integrate equity into Committee processes and activities, including development and review of problem statements, and identification of and advocacy for needed research.
Strategy 1 - Fostering research:
Identify research needs related to environmental and sustainability issues in aviation; encourage the conduct of research to meet the identified needs and to ensure aviation environmental, sustainability, and climate issues are well-represented in research programs and initiatives; and act as a catalyst to disseminate and communicate the research.
Focus efforts on the Airport Cooperative Research Program (ACRP). To broaden awareness and reduce the risk of overlap, consider FAA-sponsored research, such as conducted by the Center of Excellence for Alternative Jet Fuels and Environment (ASCENT), the Continuous Lower Energy, Emissions and Noise (CLEEN) Program, and others. Sponsor, co-sponsor, or actively participate in cross-cutting sessions, workshops, training, networking, and other special events that promote understanding and best practices.
Strategy 2 - Enhancing continuity and participation:
Enhance full Committee Member and Friend participation and sense of continuity and community by establishing regular conference calls and/or meetings for Committee business. Emphasize and leverage virtual technologies to broaden and enhance participation, including young professionals and diverse voices.
Strategy 3 - Improving EDI:
Improve EDI related to Committee membership by including all levels of government, practitioners, industry, academia, and other organizations, and representing all key environmental and sustainability categories as well as passenger and cargo transportation. Expand the voices heard in Committee work. Periodically review composition of Committee Members and Friends and solicit and encourage participation in Committee activities from under-represented groups.
Strategy 4 - Expanding Coordination:
Coordinate with and include members of other TRB committees and other stakeholders in planning annual meeting sessions, research, and other activities. Emphasize inclusion of diverse voices. Specifically focus on student activities and involvement, in collaboration with experienced professionals. Look for integrated solutions and ways to break down silos.
Strategy 5 - “Being nimble”:
The Committee’s outlook and work must be nimble, given the changes in technology and environmental and societal conditions. Conduct periodic reviews of the Plan to capture changes in emphasis.
Strategy 6 - Sharing information:
Strive to serve as a clearinghouse and resource to Committee Members, Friends, and others, through sharing of information resources and cooperative approaches with related TRB committees and other organizations, so that the transportation community knows and understands the full range and crosscutting nature of environmental and sustainability issues and best practices as they relate to aviation. Use awareness and sensitivity of audience diversity so that the relevance of the information is clear.
