The Amtrak Office of Inspector General publicly released last Friday that may be of interest. The report highlights our assessment of Amtrak's top management and performance challenges. The challenges -- 8 in total -- mirror the areas cited in the past 2 years -- Governance, Financial Excellence, Asset Management, Acquisition and Procurement, Safety and Security, Human Resource Issues, Customer Service, and Information Technology. Amtrak has made progress in each of the areas -- for example, beginning to replace the aging Acela equipment in the NEC, and investing in training to develop better business acumen across management ranks --but noted there's still a lot of work to be done. Standing in the way of progress are three factors -- workforce culture, not adhering to a business strategy, and failing to hold managers (all employees, for that matter) accountable.
