SERPM 8 Application

This section discusses the options that users will decide on when setting up a SERPM 8 model run. The decisions are based on the types of analysis that the model results will be used for. Some analyses require more detailed input data definitions and a wider range of results; for others, some data inputs can be simplified and results from previously run scenarios can be used.

The discussion in this section is focused on the particulars working with SERPM 8. For more general guidance on application of travel demand models for project planning, please see NHCRP Report 765: Analytical Travel Forecasting Approaches for Project-Level Planning and Design and TFResource.

Some of the types of analyses that SERPM 8 may be used for include:

1. Long range planning scenarios
2. Analysis of specific highway improvement projects
   1. Major – including new roadway construction, significant highway widening, and major capacity increases
   2. Minor – including smaller projects that do not significantly increase roadway capacity and therefore are not expected to change overall travel demand much
3. Analysis of specific transit improvement projects
   1. Major – including new rail construction, significant bus rapid transit projects, fare structure changes
   2. Minor – including minor schedule adjustments, bus rerouting on a small scale
4. Regional land use development or demographic changes
5. Localized (site specific) land use changes
   1. Major – Large scale residential or commercial development (such as a Development of Regional Impact, or DRI)
   2. Minor - Small scale residential or commercial development
6. Roadway pricing/managed lane projects
7. Active transportation/non-motorized travel projects
8. Environmental justice analysis
9. Analysis of emerging technologies (e.g., autonomous vehicles, TNCs)
