Why a coordinator might choose security

The Google technologies letter package solution is not super secure; but, I think it is better than even password protected PDFs, etc. People who went to the World Cup Soccer games didn't necessarily care about security - they just wanted to see the games. Never-the-less ample security officers were on hand because the folks responsible for security and the production wanted to take at least some steps to provide a safe environment. Ditto, my son may not care about security at his elementary school; but, since Sandy Hook - they've tried to add a few more measures. Even if most of the students and teachers don't care about (read: think about) security, the principal at the school may see the need to take simple steps to increase security.

You can put "password protection" on PDF and Word Docs - it is just that it is fairly easily cracked.
Note that if you email letters many people use Outlook and other email applications which often store emails on the local computer.
