Background
The Hawaii High School Athletic Association (HHSAA), founded in 1956, is exclusively dedicated to serve 98 public and private high schools as they work cooperatively to support and promote athletics as part of the high school education program. HHSAA also implements programs such as drug awareness workshops and leadership training seminars for coaches, officials and athletic directors. The association carries a proud history and has maintained a strong relationship with community and its schools.
Objectives
The objectives of the HHSAA include:
To promote the educational benefits of interscholastic athletics by increasing participation in a variety of sports.
To administer and insure compliance, statewide, with established policies and regulations.
To offer services to local leagues which can best operate on a statewide scale.
To promote equitable opportunities for all students.
To develop and manage resources to best implement the goal of the association.
Membership
The HHSAA is comprised of schools from the following leagues:
Big Island Interscholastic Federation
Interscholastic League of Honolulu
Kauai Interscholastic Federation
Maui Interscholastic League
Oahu Interscholastic Association
Services
The HHSAA provides the following services to its members:
Conducting state high school championships in the following sports (Boys and Girls Air Riflery, Baseball, Boys and Girls Basketball, Boys and Girls Bowling, Cheerleading, Boys and Girls Cross Country, Football, Boys and Girls Golf, Boys and Girls Soccer, Softball, Boys and Girls Swimming and Diving, Boys and Girls Tennis, Boys and Girls Track and Field, Boys and Girls Volleyball, Girls Water Polo and Boys and Girls Wrestling).
Host a comprehensive web site (www.sportshigh.com) which provides information on top athletes, records, rosters, statistics, photos, bulletins and general information for the media and the public.
Provide game programs and press releases for state high school championships.
Sanctions high school interscholastic athletic events.
Conducts workshops and conferences for coaches, officials and student-athletes and provides assistance to leagues that promote sportsmanship and ethics to their membership.

Starting Dates
Except for football, the start date for each sport will be a maximum of thirteen (13) weeks prior to the state tournament week, on the Monday of that week (i.e., Boys Basketball Tournament is during week 34. The starting date will be the Monday of week 21).
The start date policy will apply to the following varsity team sports:
Baseball, Basketball, Canoe Paddling, Soccer, Softball, Volleyball, and Water Polo.
Each league will determine the starting date for all lower level teams not to exceed a thirteen (13) week season.
Individual sports shall have a try-out date, a maximum of thirteen (13) weeks prior to the state tournament week, on the Monday of that week. Prior to the try-out date, practices cannot be mandatory and team selections cannot be made.
Coach-Player Contact Restrictions
Student-athletes of team sports have no outside participation restrictions except for league rules/by-laws that govern in-season (Green shaded area of the chart) outside participation restrictions.
The following restrictions apply to all Varsity and Junior Varsity programs:
In-season – 13 weeks (except Football) – (Green area)
Out of season Conditioning and Weight Training – (White area)
Restrictions to be determined by each league.
The program shall have a coach or other authorized personnel in supervision. Prior to the start dates, activities cannot be mandated and team selections cannot be made.
Member schools bear the responsibility of monitoring facilities and making the determination if adult supervision is adequate for off-season conditioning.
Summer Activities - (Yellow Area)
No restrictions during this period.
No Contact/Dead period – (Red Area)
The no contact/dead period is defined as a specified time span of non-instructional/nondevelopmental sport specific activity.
For the winter and spring sport seasons, the no contact/dead periods coincide with the weeks just prior to the start dates for fall and winter sports, in part to allow student-athletes to try out for other sports in other seasons.
Football Spring Practice To be determined by each league Football spring practice period or those leagues who allow spring practice.
Exemptions to this policy
Requests for exemptions to this policy to participate in a national or international sporting event must be made in writing to the HHSAA Executive Director.
It is highly recommended for individual and team sports that student-athletes have at least one week of total rest between seasons.
Penalty for Violations
If a violation occurs and is reported, the Athletic Director shall warn the coach and inform the league Executive Director, in writing. The league Executive Director shall forward the report to the HHSAA office.
If a second violation should occur, the coach will be dismissed, and will not be allowed to coach at any HHSAA member school for two (2) years. A coach is defined as any person on the staff, inclusive of volunteer coaches.

HHSAA requires concussion education for all state tournament coaches
HONOLULU – In an August 13, 2012 meeting, the HHSAA board approved a provision that all coaches – head coaches, assistants and volunteers – participating in any HHSAA state championship event complete the National Federation of High School Associations (NFHS) online concussion education course.
“It is the responsibility of our coaches and administrators to not only prepare our student athletes for victory, but to provide a safe environment as well,” said HHSAA Executive Director Chris Chun.
The free 30-minute course titled Concussion In Sports – What You Need to Know is available on the NFHS learning center website, nfhslearn.com, and is a collaboration with the Centers for Disease Control and Prevention (CDC) providing information on concussion recognition and management. If a coach fails to complete the course, he/she will not be allowed on the sideline during the event until the course has been successfully completed.
“I am very pleased that our Board recognized the severity of concussions in athletics and included this course as part of the coaching certification process in Hawaii,” said Chun. “The NFHS’s concussion course provides a strong foundation that will prepare our coaches to deal with concussions in collaboration with our athletic trainers and other health care professionals.”
The HHSAA launched a concussion awareness and education campaign in August with a 30-second PSA aired on OC16 as well as a concussion resource page on SportsHigh.com.

Please be aware that the HHSAA board approved a provision that all coaches – head coaches, assistants and volunteers – participating in ANY HHSAA state championship event, complete the NFHS online concussion education course (press release attached). If a coach fails to complete the course before their respective state tournament event, he/she will not be allowed on the sideline until the course has been successfully completed. The HHSAA has access to the database that displays the names of coaches/administrators that have successfully passed the course.

I have just been informed that fall coaches are exempt till next year, however this applies to winter and spring coaches for this school year. However, we do encourage the fall coaches to take this course as soon as possible. I apologize for the inconvenience.
