DS Code Compliance Program Summary
Building Code Enforcement: Our office researches and investigates citizen complains for noncompliance with Building Code requirements, including:
Structural, electrical, plumbing and mechanical installations, alteration, or repairs without permits.
The creation or use of a building for purposes other than it was originally approved or intended. This includes (but is not limited to) unpermitted garage conversions, accessory dwelling units and apartments.
Building system failures that pose a danger to the occupants of the structure or citizens of Corvallis. This includes plumbing and electrical hazards, fire damage, and structural damage.
Land Development Code Enforcement: Our office also researches and investigates citizen complaints for noncompliance with Land Development Code requirements within non-residential zones, including:
Unpermitted business or use within a commercial and industrial zone.
Destruction of protected Natural Features.
Parking on an unapproved surface, or making an unapproved parking lot modification.
Illegal or unapproved signs.

Corvallis Livability Code
The City of Corvallis Livability Code started its development process in May of 2012, culminating with passage by the City Council on November 16, 2015. During the three and half year process, the current Corvallis Livability Code went through extensive development, review and input from numerous stakeholders within the community. Some of these included: OSU/City Collaboration Project Neighborhood Livability Work Group, Collaboration Steering Committee, Property Maintenance Code Advisory Group, Livability Code Department Advisory Committee, and Administrative Services Committee. Representatives included: OSU students/staff, neighborhood associations, property managers, landlords, renters, affordable housing developers, community advocates, City Council, and City of Corvallis staff.
In keeping with the Housing and Neighborhood Services Division's mission to facilitate community and neighborhood livability, and to assist with the creation and maintenance of affordable, habitable housing opportunities for lower income and/or housing disadvantaged Corvallis residents, the City of Corvallis repealed CMC 9.02 Rental Housing Code and enacted the new CMC 9.02 Corvallis Livability Code to promote public health, safety, preservation of community enhancement/livability and prevention of blight. Examples of provisions within the Livability Code include:
• Habitability issues
• Interior conditions of residential rental structures
• Exterior structure and premises conditions of occupied and unoccupied structures
• Egress lighting, unobstructed path of travel, functioning smoke detectors
• Accumulation of solid waste/furniture/trash/debris/non-trash storage
