** (10) Vapor barrier [6.2]: The vapor barrier was not accessible for inspection but has likely been damaged by the water intrusion. Expect to replace. A 6-8 mil black plastic sheet should be installed to fully cover the crawlspace floor. Edges should overlap by approximately two feet. [Repair Addendum #1]
** (13) The crawlspace [6.1-7] should be evaluated and repaired as necessary by specialist in crawlspace water intrusion mitigation. Mitigation is likely to comprise the installation of a perforated pipe buried around the perimeter of the foundation wall, connecting to a crawlspace drain or sump pump. Installation of a sump pump without some form of drainage will not be effective. Ideally a few inches of gravel would also be installed throughout to raise the vapor barrier above any puddles. (9) Crawl space scuttle hole cover is decayed [6.1].
(11) Underfloor insulation [6.4]: Likely to be damaged by water intrusion.
** (12) Crawl space vent holes [6.5]: There are gap/holes in some vent screens. Some vents are partially obstructed by foliage or debris. Some vent openings are at or below grade level. I recommend soil is removed from the area around the vents where necessary to provide a minimum of two inches clearance below the vent openings. Alternatively vent wells may be installed to hold soil away. [Repair Addendum #1]

E. D. Hughes proposal: Construct one 48 in. deep x 24" diameter PVC ribbed wet well near southwest exterior corner of house. Tunnel under footing and install 3" diameter PVC crawlspace drain, connect to wet well. Install Hydromatic W25 sump pump with control float, electrical permit and wiring by licensed journeyman electrician. Haul away and dispose all spoils, import and backfill with pea rock gravel. Connect discharge to existing rain drain. -*- Does not mention: The vapor barrier described above (#10)

Remove and replace (2) 4 x 4 posts at West concrete stem wall
Apply wood preservative "copper naphthenate" to all discolored post in crawlspace area
Resecure hanging insulation in crawlspace area Install new R-30 insulation in crawlspace area under floor where insulation is missing up to 28 ft.²
Reset or replace up to (5) short and or damaged 4x8 posts in crawlspace area as needed
Cut out and remove water rot damage at mud sill and subfloor located at the southwest corner and 12 space area to 2' x 2' area. Note: water rot damage may be present in concealed areas i.e. additional support, flooring, framing, sheeting, sheet rock, etc. Removal and or replacement of any additional material will result in additional charge including removal of brick façade if needed
Pullback carpet at southwest bedroom as needed to access subfloor damage Note: sheet rock at closet wall may need to be removed to further evaluate Note: If restretching of carpet is needed, an additional charge will be added
Remove and replace damaged crawlspace access lid with new pressure-treated wood
Note: All other foundation vents not requiring vent wells, owner to remove soil/dirt away from foundation vents
