CADET LEADERSHIP RESPONSIBILITIES

The primary responsibility of leadership for all Cadet Officers, Chief Petty Officers and Cadet leaders is to set the highest standards of performance, lead by example, and do the best job possible. All MHS Cadets are responsible for meeting the expected standards of conduct and personal grooming as explained in the Middletown High School NJROTC SOP and Cadet Field Manual.


Officer and Chief Petty Officer responsibilities

With the assistance of the Cadet Triad and the NSI, the SNSI selects and advances Cadets to Officer and Chief Petty Officer positions based on demonstrated leadership, performance, completed qualifications, academic competence, active participation in unit activities, and enthusiasm. Cadet Officers and Chief Petty Officers are expected to set the example for junior Cadets in every aspect of the NJROTC program at MHS, as well as in school activities, in the community and at home. The responsibilities of leadership must be accepted before privileges associated with the Officer and the Chief ranks may be enjoyed. Extra effort and time will be required to do the job assigned. Continued enthusiasm, a positive attitude, strong motivation, and outstanding performance are required of each Cadet Officer and Chief Petty Officer if he/she wishes to remain in their assigned billet or to earn promotions or advancements. The SNSI will remove from the Officer and Chief Petty Officer ranks any Cadet whose performance is unsatisfactory. All advancements to Chief Petty Officer and promotions to Officer positions are temporary and will be evaluated at the end of each marking period for continuation or removal from the position.


Battalion/Company Commander (CO)

The Commander is responsible to the SNSI for the performance of the Cadet Battalion/Company and is ultimately responsible for the unit and the personnel assigned. The Commander’s duties include, but are not limited to those listed below:

Set the highest standard of performance, conduct, military bearing, and appearance as an example to all.

Maintain high morale and enthusiasm within the Unit.

Develop team spirit and desire to excel in the Unit.

Avoid joining or forming cliques or special groups that may result in, or have the appearance of, giving favor or special treatment to individuals within these groups.

Act as the official point of contact between the Cadet Unit and the SNSI/NSI on all matters relating to the functioning of the Battalion/Company.

Take actions to involve the maximum number of Cadets in NJROTC activities.

Represent the Unit in the Student Government Association (SGA) and/or other school bodies where appropriate.

Meet with school administration for planning of school events involving the unit and to give a status update of the Unit.

Ensure that all military formations, ceremonies, and routines are planned and carried out in a proper fashion and in a timely manner.

Promote the personal growth and well-being of each Cadet.

Advise the SNSI on matters of Unit morale, activity schedule, training, and personnel.

Conduct frequent inspections to ensure the proper execution of Unit Functions.

Be aware of and ensure the coordination of all Unit activities to ensure that conflicts and omissions are minimized.

Conduct regular Cadet Staff meetings to ensure all Officers and Chiefs are apprised  of events and activities of the unit.

Work together with the XO and SEA to operate a successful unit.

Carry out such other duties as may be assigned by the SNSI/NSI.

Recommended grade level: 12th, (11th in extreme cases)

Cadet Rank: Battalion-C/CDR Company-C/LCDR

Create and maintain an active CDMIS Account.

Has completed all PQS and has an understanding of all other billet responsibilities.

Lead by example, and be involved.


Battalion/Company Executive Officer (XO)

The XO will support the Commander in all respects, and be ready to take charge of the unit in the absence of the Commander. The XO is also tasked to:

Supervise and coordinate all activities of the staff.

In the absence of the Commander, supervise the subordinate staff as directed by the Commander.

Enforce rules and regulations of the unit, acting to solve the disciplinary problems before they come to the attention of the SNSI.

Keep the Company and Platoon Commanders and Staff Officers informed.

Hold Department Head meetings weekly

Work together with the CO and SEA to operate a successful unit.

Recommended grade level:12th, (11th in extreme cases)

Cadet Rank: Battalion-C/LCDR Company-C/LT

Create and maintain an active CDMIS Account.

Has completed all PQS and has an understanding of all other billet responsibilities.

Lead by example, and be involved.


Senior Enlisted Advisor (SEA)

The Senior Enlisted Advisor is the senior enlisted Cadet of the Unit. Under the direction of the Commander, the SEA will perform the functions listed below and others assigned:

Supervise and be the “expert reference” for all Unit ceremonies.

Initiate and maintain a current roster of all Cadets in the Unit and their assigned position.

Take part in staff meetings to represent the views of the Cadet rank and file to staff.

Determine Cadet concerns and make these known to the staff at the appropriate time.

Carry out such other duties as may be assigned by the SNSI/NSI/CO/XO.

Supervise the Company’s Chief Petty Officers. Conduct meetings as needed.

Supervise the Company’s 1st Lieutenant(s) in the performance of their duties.

Regularly communicate with the NSI and seek his/her guidance on all matters pertaining to the welfare of the enlisted Cadets.

Work together with the CO and XO to operate a successful unit.

Recommended grade level: 10th, 11th or 12th.

Cadet Rank: Battalion-C/MCPO Company-C/SCPO

Lead by example, and be involved. 


Operations Officer (OPS)                                                                                                

The Operations Officer (OPS) will support the CO and XO in all respects. The primary duty of the OPS Officer is to plan, schedule and coordinate all Major Unit activities and events with the assistance of the Special Projects Officer (SPO). Under the direction of the XO, specific activities include but are not limited to those listed below:

Plan and coordinate all scheduled Unit activities to ensure that the events happen according to plan.

Maintain the Unit master Schedule (Google Form), Two-Month Plan of the Week.

Assist the SNSI/NSI in planning for field trips and all other Unit events.

Ensure muster is taken at events and submitted to Admin for entry into CDMIS

Maintain a record of events the Unit participated in during the reporting year starting April 1st each year, the number of cadets who participated, community service hours, and a historical file of event information such as direction, travel time, transportation arrangements, chaperones’ names and other relevant information for future planning. Include what the Cadet expectations are for the events for future planning purposes.

Obtain and coordinate all necessary information (e.g. signatures, emergency numbers, etc.) for permission slips and participation rosters; submit to the SNSI via the chain of command a minimum of one week before every event in which the Unit is participating.

Create ORM plans for events.

Complete all PQS up to OPS

Pass advancement exams to E-7

Create and maintain an active CDMIS Account.

Recommended Grade Level: 10th, 11th, 12th

Lead by example, and be involved.


Special Projects Officer (SPO)

The Special Projects Officer, under the direction of the XO, will work with and support the Operations Officer in all aspects of unit operations.

In the absence of OPS, complete all responsibilities as assigned. 

Coordinate and plan community service projects and events.

Coordinate and plan fundraising activities.

Coordinate and plan unit outings.

Plan events for significant days of remembrance, Military and Civilian.

Plan events for the different heritage months.

ADMINISTRATION OFFICER (ADMIN)

The Administration Officer (ADMIN) will support the CO and XO in all respects. The primary duty of ADMIN is for the proper and accurate accounting of all Cadet data, forms, advancement, awards and event participation sheets. Under the direction of the XO, specific activities include but are not limited to those listed below:

Updating the Cadet Information Packet forms as needed.

Updating the Cadet knowledge packets for the most current information.

Create and Maintain an active CDMIS account.

Entering Cadet Data into the Citizenship Development Management Information Subsystem (CDMIS) database and updating as needed.

Coordinate with OPS to obtain all necessary information (e.g. signatures, emergency numbers, etc.) for permission slips and participation rosters.

Receiving, verifying and entering promotion and award data into the CDMIS database.

Work with the Ops Department to verify and enter Cadet credit for participation in events in CDMIS.

Creating an award and promotion list of Cadets receiving awards at NJROTC Award and Recognition events.

Complete advancement exams to E-7

Complete PQS to Admin Officer.

Recommended grade level: 10th, 11th or 12th

Recommended Cadet rank: Battalion-C/LT Company C/LTJG

Supply Officer (SUPPO)

The SNSI has assigned one NSI to act as his Military Property Custodian (MPC). As such the NSI is responsible for the proper and accurate accounting of all Unit supplies and Equipment. The NSI will provide necessary guidance and direction to the Supply Officer to ensure this accounting is completed as required.

Under the direction of the XO, the Supply Officer is responsible for the requisitioning, receiving, issuing, accounting, storage, and security of all items of uniform clothing, textbooks, training aids, and other material placed in the NJROTC storage and supply rooms.

Supply Officer needs to have at least one Female Cadet as the Assistant or Supply Chief.

Prepare orders for uniforms and other equipment as required by the SNSI and MPC.

Ensure that an accurate record of all uniforms issued to each cadet is maintained.

Ensure that the supply storeroom is kept clean and neat at all times.

Utilize all assigned personnel to issue and turn in uniforms and equipment.

Inform the NSI of items that need to be ordered because of high usage/or short supply.

Ensure that an accurate wall-to-wall inventory is conducted when required.

Assist with the receipt, storage, issue, and inventory management of the Navy uniforms and equipment.

Train, direct, and supervise supply room personnel in the performance of supply functions.

Maintain an accurate record of supply inventory and Cadet uniform issue and return in the CDMIS database. Select and train a Storekeeper Petty Officer in each class.

Create and maintain an active CDMIS account.

Complete and pass advancement exams to E-7.

Complete PQS to Supply Officer.

Recommended grade level 10th, 11th or 12th.

Recommended Cadet rank: Battalion-C/LT Company-C/LTJG

Lead by example, and be involved.


Public Affairs Officer (PAO)

The PAO is responsible for assisting with all public relations/publicity matters affecting the unit. He/she reports to the CO/XO. Under the direction of the XO, specific activities include but are not limited to:

Ensure that press releases and/or articles are prepared and submitted to the SNSI via NSI; when approved by the SNSI, ensure all press releases and/or articles are submitted to appropriate news media each time an event of interest is scheduled and/or takes place. Media to be considered will include a minimum local newspaper and the school newspaper.

Establish a system that will ensure positive contact by a PAO member with each NJROTC group likely to have newsworthy activities.

Establish communications with parents through the publication of a periodic newsletter, newspaper, or web page to be published at least once per month and distributed via Classroom and unit website.

Ensure that comprehensive files for PAO-related material are established and maintained. At a minimum, the following files are to be established:

NJROTC news releases and list of media to which submitted.

Copies of all news mentioning NJROTC and/or its Cadets.

NJROTC Newsletters, Newspaper, Social Media and Web Page entries.

Photographs of NJROTC activities arranged by subject and properly labeled as to date, event, and persons involved.

Arrange publicity of NJROTC activities including annual inspection, competitions, field meets, drill meets, Change of Command, fund-raisers, social events, etc.

Work with Ops Department to ensure the maintenance of a Unit history with such detail that a clear picture of the year’s activities is presented.

Make sure appropriate photographic coverage of all Unit events is obtained.

Ensure that NJROTC pages in the yearbook properly reflect the activities of the Cadets by working with the yearbook staff on the layout.

Ensure that fund-raising activities sponsored by the Unit are given appropriate support and publicity.

Assist the SNSI in maintaining the Unit’s Web Home Page (if applicable). This may be done by an approved Cadet web-master.

Maintain a point of contact listing for all local news media.

Complete and pass advancement exams to E-7

Recommended grade level: 10th, 11th, 12th.

Recommended Cadet rank: C/ENS

Lead by example, and be involved.


First Lieutenant (1st LT)

The 1stLT is responsible for assisting the SNSI/NSI in all matters related to assigned weapons and related equipment. Under the direction of the XO, specific activities include but are not limited to:

Maintain all assigned drill rifles in good operating order.

Maintain the Unit Armory in a secure, orderly, and neat manner.

Assist in care and storage of swords and belts.

Always have a full accounting of all rifles, swords, duty belts, and other equipment as required and maintain a log of each checked out or checked in.

Recommended Grade Level: 10th, 11th, 12th.

Recommended rank: C/ENS

Lead by example, and be involved.


Academics Officer (ACAD)

The primary duty of the Academics Officer is to develop the annual educational training plan for the unit, and in coordination with the ADMIN, ensure this plan is successfully executed. Under the direction of the XO, specific duties include but are not limited to those listed below:

Assist students in picking a college to attend that best suits them and their choice of major.

Assist students with ways and resources to attain every scholarship possible.

Help students find ways to better their SAT and ACT scores with: places to take them, places to take a practice test, books, or other physical study materials.

With the SNSI/NSI, assist in picking the best or preferred branch of the military for the individual (as desired).

Know the closest recruiter for the student to get in contact with.

Help students find ways to better their ASVAB scores with: places to take them, places to take a practice test, books, or other physical study materials.

Be knowledgeable of the resources the school and area have to offer students.

Be able to teach good note-taking skills

Be able to teach good study habits 

Maintains a passing grade in all subjects.

Act as the Academics team Captain (See Below)

Recommended grade level 10th, 11th or 12th.

Recommended Cadet rank: Battalion-C/LT Company-C/LTJG

Lead by example, and be involved. 


Athletic Officer (AO)

The Athletic Officer is supervised by the Naval Science Instructor. The Athletic Officer is responsible for:

All NJROTC athletic events and activities including the athletic drill team and the physical fitness test.

Plan and Coordinate physical events at NJROTC meetings, picnics, or field trips.

Obtain any athletic equipment needed for those events.

Will conduct try-outs for competitive athletic teams.

Coordinate monthly athletic nights with OPS and the XO.

Has an up to date physical on file.

Has completed the Health Risk Screening form for the current year.

Has completed the Standard Release form for the current year.

Has completed and passed a NJROTC PFA.

Recommended grade level 10th, 11th or 12th.

Recommended Cadet rank: Battalion-C/LTJG Company-C/ENS

Platoon Commanders (PC)/Class leader

Under the direction of the XO, train, and lead assigned platoon personnel in all aspects of military performance. The Platoon Commander’s duties include, but are not limited to those listed below:

Maintain a thorough knowledge of individual, squad, and platoon drill, plus the guidon, inspection, and sword manual positions of the Drill and Ceremonies Manual.

Take steps necessary to ensure the platoon is prepared for the Annual Area Managers Inspection, Change of Command, and any other functions where basic drill skills are required.

Take charge of the assigned platoon for all inspections and other military formations.

Develop and promote high morale and spirit in their platoons.

Take personal responsibility for the advancement, participation, and welfare of the Cadets in their platoon.

Recommended grade level 10th, 11th or 12th.

Recommended Cadet rank: Battalion-C/LTJG Company-C/ENS

Lead by example, and be “involved.”


Team Captains 

Team captains are responsible for the overall training and management of their teams. Under the direction of the Cadet CO, they will prepare Cadets to participate in NJROTC-sponsored and other competitions. Responsibilities include, but are not limited to the following.


Drill Team and Color Guard Captains

Team captains are responsible for the overall training and management of their teams. Under the direction of the Cadet CO, they will prepare Cadets to participate in NJROTC-sponsored and other competitions. Responsibilities include, but are not limited to the following:

Be prepared to meet all scheduled appearances and to act on short notice to request for special appearances.

In conjunction with the NSI, establish practice schedules that will cause the least inconvenience to Cadets, their families, and the school and result in the greatest training value. Practices not listed on the master schedule, will not be held unless expressly approved by the SNSI/NSI.

Work with the SNSI/NSI and CO/XO/OPS/SPO to schedule public appearances in the school and community; a tentative schedule should be developed within one week of the start of school in the fall.

Nominate qualified Cadets to take part in competitions.

Team Commanders will be held responsible for knowledge of the contents of the Drill and Ceremonies Manual, MCO P5060.20, and competition SOPs in so far as it affects their teams.

Maintain accurate muster records for each scheduled practice. A permanent muster book will be utilized and the book will be placed in permanent file at the end of the school year. Those team members who have an excused absence from school on the day of a practice or who have been excused by the CO/XO or SNSI/NSI will not be penalized in any way.

Ensure the PAO is provided with information concerning activities of teams so that press coverage can be obtained.

Color Guard Commander is responsible for maintenance and accountability of the Unit and school flags, banners and harnesses.

Coordinate desired competitions with the team’s coordinator.

Verify team member’s ribbon request forms for awarding the Team Ribbon in accordance with established criteria (Per CFM).


Air Rifle Team Captain/Commander 

The Team Captain will be responsible for assisting with the training and management of the team. Under the direction of the NSI, they will prepare Cadets to participate in NJROTC-sponsored and other competitions. Responsibilities include but are not limited to the following:

Oversee the functioning of the team and all shooters.

Ensure that the range safety rules are observed at all times and that any violations are reported to the SNSI/NSI without delay.

Ensure all shooters have registered on the CMP Website for a competitor number.

Maintain an up-to-date list of Cadets eligible to fire and ensure the coach and NSI has a copy. To be eligible, a Cadet must have a permission slip from the current year on file and have satisfactorily completed a formal safety lesson.

Maintain accurate records of attendance at practice and the scores of each shooter on every target field.

Ensure that all supplies, targets, ammunition, etc. are adequate for at least six weeks of shooting. Advise the NSI at the start of each semester.

Establish a shooter's ladder based upon scores fired during the current school year and post this in the classroom. This ladder will be updated monthly.

Ensure that the range is kept in good repair, is properly set up for each practice, is cleaned after each practice, and that all spent pellets are removed periodically.

Make recommendations to the SNSI/NSI for awarding the Rifle Team Ribbon and NRA awards, based on established criteria, through the Chain of Command.

Coordinate desired competitions with the coach and NSI.


Academic Team Captain 

Know the study materials and be prepared to teach/hold training on them.

Ensure members of the team review and are able to recall various information from the NS1 textbook (Introduction To The Navy), NS2 textbook (Naval Science 2: Maritime History, Leadership, and Nautical Sciences for the NJROTC Student), NS3 textbook (Naval Science 3: Naval Knowledge, Leadership, and Nautical Skills for the NJROTC Student), and lastly the CFM (Cadet Field Manual). 

Conduct Practices after studying the information from the above resources.

Assign a number of cadets to teams (averaging about 5 cadets/2 teams 1 Senior Division and 1 New Cadet Division per trip) that will go to a meet and compete against other teams from various NJROTC units. 

Assign Cadets to and prepare teams for the JROTC Leadership and Academic Bowl (JLAB) and the National Academic Exam (NAE) held each year. 


Orienteering Team Captain

Team captains are responsible for the overall training and management of their teams. Under the direction of the Cadet Commander, they will prepare Cadets to participate in NJROTC-sponsored and other competitions. Responsibilities include, but are not limited to the following:

Establish, publish, and hold a regular schedule of training sessions.

Nominate qualified Cadets to take part in competitions.

Establish and maintain team assignments to support the best training and competitiveness of the teams.

Verify team member’s ribbon request forms for awarding the Team Ribbon in accordance with established criteria.

Maintain a file of material that will assist Cadets in preparing for events.

Coordinate desired competitions with the team’s coordinator.

Maintain accurate muster records for each scheduled practice. A permanent muster book will be utilized and the book will be placed in a permanent file at the end of the school year. Those team members who have excused absence from school on the day of a practice or who have been excused by the CO/XO or SNSI/NSI will not be penalized in any way.

STEM Team Captain 

Establish teams for STEM Projects to include Drone, Sea Perch, Cyberpatriot or other STEM Projects.

Plan out obstacle courses and coordinate practices for Drone operators and Sea Perch Operators

Look for new STEM projects for the team to work on, assemble and participate in.
