In addition to the rules for the Disaster System, Manmade Disasters are spawned exclusively by the presence of Villages
Factors such as Terrain Tile type, Village type and Number of Houses affect the probability of certain Manmade Disasters appearing

Special Condition Spawning Rules
The Blaze Disaster can be spawned if a Wildfire Disaster migrates to a Terrain Tile that has a Village on it
The Wildfire Disaster is Destroyed and a Blaze Disaster is spawned in its place
Replication
Each turn, a Blaze has an X% chance to spawn an additional Blaze/Wildfire on a single neighboring Tile that a Blaze or Wildfire can occupy
X is tunable (initial tuning: 25%)
Blaze cannot spawn a new instances of a Blaze/Wildfire on a Tile that this instance of Blaze has already spawned a Blaze/Wildfire on in a previous turn
The Blaze Disaster checks to see if it spawns an additional Blaze/Wildfire on a neighboring tile
If the spawn check succeeds, a random neighboring Tile within a one Tile radius is selected
If there is no Village on the selected Tile, a Wildfire Disaster is spawned
If there is a Village on the selected Tile, a Blaze Disaster is spawned
If the selected tile is one that a Blaze/Wildfire cannot exist on, then no new instances of Blaze/Wildfire is spawned
If the spawn check fails, no additional Blaze/Wildfire will be spawned on any neighboring Tile
Lifespan
As long as a Blaze is occupying a Tile with a Village on it and the number of houses in the Village has not dropped to zero, the Blaze will persist on that Tile
When the number of Houses in a Village has been reduced to zero the Blaze Disaster on that Tile is destroyed
Migration
Does not migrate to other Terrain Tiles

Each turn, a Plague Outbreak has an X% chance to spawn an additional instance of a Plague Outbreak on a single neighboring Tile with a Village inhabiting it

The Plague Outbreak Disaster checks to see if it spawns an additional Plague Outbreak on a neighboring tile
If the spawn check succeeds, the Plague Outbreak checks all neighboring tiles within a one tile radius for the Village with the most Houses
If a Village is selected, a new instance of the Plague Disaster is spawned on the target Tile
If there are no neighboring Tiles with Villages on them, no new instances of the Plague Outbreak Disaster spawns on any neighboring Tile
If the spawn check fails, no additional Plague Outbreak is spawned on any neighboring Tile
Lifespan
As long as a Plague Outbreak is occupying a Tile with a Village on it and the number of houses in the Village has not dropped to Y% of the original number of Houses on the Tile before the Plague Outbreak Disaster occupied the Village, the Plague Outbreak will persist on that Tile
Y is tunable (initial tuning: 50%)
When the number of Houses in a Village has been reduced to Y% of its original total, the Plague Outbreak Disaster on that Tile is destroyed

If there are no neighboring Tiles with Villages on them, no new instances of the Influenza Outbreak spawns on any neighboring Tile

Once per turn, the Pollution Disaster randomly selects a neighboring Tile within a one Tile radius of its current position and creates a Mini-Pollution Disaster on that Tile
A Mini-Pollution Disaster has the same effect on Terrain Tiles and Villages that a Pollution Disaster has, but Mini-Pollution Disasters do not have the ability to replicate or migrate
When all neighboring Tiles within the parent Pollution’s spawn radius are occupied by Mini-Pollution Disasters, the Parent Pollution Disaster does not spawn a Mini-Pollution Disaster that turn
Lifespan
The Pollution Disaster has an unlimited lifespan and persists in the world until it is destroyed
The Mini-Pollution Disaster spawned by the parent Pollution Disaster has an unlimited lifespan and persists in the world until it is destroyed or until the parent Pollution Disaster is destroyed
Destroying Mini-Pollution Disasters does not affect the Lifespan of the parent Pollution Disaster
Destroying an instance of the parent Pollution Disaster will also destroy all the instances of the Mini-Pollution Disaster that the parent Pollution Disaster spawned
Migration
