Currently Mangawhai residents' waste is collected in plastic bags paid for by themselves and trucked to either Hakaru Transfer Station and from there to landfill - or picked up by Kaipara Refuse Limited and taken to their sorting depot in Ruawai for recycling.

Waste management - This is something that is missing from your report, a bit more recycling is good, but the potential for community benefit from addressing the waste stream is enormous.
I was talking to Rick from http://xtremezerowaste.org.nz/ a few months ago and they (xtremezerowaste) have made an amazing contribution to their community by taking control of the waste stream. They provide jobs, work experience, keep materials cycling around their community, improve environmental outcomes and awareness, and they do education programes on these things in local schools and the kids listen because they have credibility. They divert about 75% of the waste stream away from landfills and get a whole suite of community benefits, (not least of which is a thriving community owned business) in the process. Could be something to learn on this front?
