Official Rules Proposed Rule Changes
Official Rules for College Fantasy Football:
Note: Official Rules were compiled from the pre-draft document sent out by the commissioner in 2007, along with rules discussions and decisions made throughout the first season. In cases where no rule existed but a situation arose, the outcome of the situation has been deemed to be a rule (to keep the league consistent) and is listed below. Changes made during the Summer Meetings are reflected.
Section 1 - Draft Order:
There shall be up to 10 teams within the game of College Fantasy Football.
The first pick in the draft is determined by the winner of the consolation bracket. Picks 2-6 in the first round will be determined by a random sampling of the losing teams in the consolation bracket. Picks 7-10 in the first round will be determined by a random sampling of the teams in the championship bracket. Round two is similar to round one, with the winner of the consolation bracket picking first. Picks 2-6 are the teams who had picks 2-6 in the first round, but in reverse order. Picks 7-10 are the teams who had picks 7-10 in the first round, but in reverse order. At that point, the draft order remains constant but snakes (or flips, so the last person picking is the first person picking in the succeeding round) until the draft concludes.
Section 2 - Draft Information:
The draft time and date(s) will be set by the league commissioner. Specific draft rules (other than those specified by the Official Rules) will be set by the league commissioner. The draft will continue until all coaches have a full roster (Minimum of 20 positions). Once a team reaches 20 positions, that coach will no longer draft and their position will be skipped for the remainder of the draft.
Section 3 - Available Players:
Coaches may draft players from teams in the following conferences: ACC, Big 10, Big 12, SEC, Pac 12, and also Notre Dame, Syracuse, and Pittsburgh. These shall be referred to as the CFF conferences / teams.
Players from non-CFF teams that join CFF conferences become draft eligible the year their team joins the CFF conference (ie play a CFF conference schedule).
A player shall be considered "Retired" when that player is no longer on the active roster of an eligible Division I team as defined in this section. Retired players shall be kept on the retired roster of the last team that they were on within the game for record keeping only. A coach may not hold onto players anywhere but in their active roster.
Section 4 - Positions:
Each team will start the following positions:

Teams will also have a minimum of 12 bench spots to fill with reserves.
ESPN.com will be the official determination of a players eligible position.
Section 5 - Free Agency/Trades/League Info:
There is no free agency, so coaches must make sure to stock their team with enough depth at each position to get through the season. Trades can be made (and coaches may trade draft picks). This is a KEEPER league. Any players on a roster at the end of the year may be carried over to the roster next year. The trade deadline is the Week 6 roster due date. No trades may be made after this time.
If an owner decides to resign from the league at any time, his active players are placed in "restricted" status. Prior to the next seasons draft, any new owners to the league will get the opportunity to take part in a dispersal draft*. A random draft order will be assigned, and teams will pick in snake order, until either all restricted players are drafted or all participating owners decline to pick. Any remaining restricted players will become eligible for the normal draft. Owners who take part in the dispersal draft will not lose any of their picks in the normal draft, and will draft until their rosters are full, like everyone else. A resigning team will not field another player for the remainder of the current season, and will be ineligible for the playoffs.
*If the number of new owners is greater than or equal to the number of owners that resigned, than all restricted players will be available in the dispersal draft. If the number of new owners is less than the number of owners that resigned, than the restricted list will consist only of a number of rosters equal to the number of new players. These will be picked at random from the rosters on the restricted list. For example, if three owners resign and only one new owner joins, one of the three rosters will be picked at random to constitute the restricted list. The other players will become eligible for the normal draft.
Section 6 - Scoring:
Passing: 30 yards/point. TD = 6 points. INT= -2 points. 2PT Conversion = 2 points.
Rushing: 10 yards/point. TD = 6 points. 2PT Conversion = 2 points.
Receiving: 10 yards/point. 0.5 point per reception. TD= 6 points. 2PT Conversion = 2 points.
Kick/Punt Return: TD = 6 points.
Kicking: FG = 3 points. XP = 1 point.
Section 7 - Setting Rosters:
Rosters are due by 11:59 p.m. CST Tuesday of each week. Coaches may submit their roster by emailing it to the commissioner or the whole league. Starting rosters will then be posted online or emailed to the league. If a team does not get their roster submitted in time, that team will start their roster from the week before. The commissioner is allowed to accept rosters submitted past deadline at his discretion.
Section 8 - How to win/Prizes:
Entry fees and prizes will be discussed at the beginning of each season and regulated by the commissioner. Any fees or prizes (if they exist) shall not be posted online. "Winner" will be the winner of the Playoffs. The commissioner shall set a deadline for league dues (if they exist) to be received. The commissioner shall be empowered to vacate teams whose coaches do not pay on time.
Section 9 - League Schedule:
Weeks 1-9 will compose the Regular Season. All teams will compete against all other teams in a head to head league. Regular Season Final Standings will be determined by record, with the first tiebreaker total points scored, second tiebreaker total points against (with higher being better, representing a tougher schedule.)
Weeks 10-14 will compose the Playoffs (or Post Season).
Championship bracket will be the top 4 teams from the final Regular Season standings, point totals are all weeks listed combined.
Weeks 10/11 Games - #1 vs #1 Coach's choice from #s 2-4; Remaining teams from top 4.
Weeks 12/13/14 - Title game - Weeks 10/11 winners; 3rd place game - Weeks 10/11 losers.
1st Pick Bracket - Remaining six teams, NFL style bracket.
Week 10 - #7 vs #10, #8 vs #9, #5 & #6 get byes.
Week 11 - #5 vs worst remaining seed, #6 vs other remaining team.
Weeks 12/13/14 - Week 11 winners for 1st Pick Bracket Championship.

If a game is postponed during the season, scoring stats for that game will count for the week it is actually played.
Section 10 - Commissioner Power & Rules Changes:
Agreed upon rules may not be changed during the season (after the start of the draft until the end of week 12) unless a change is unavoidable (as deemed by the commissioner).
All rules changes must be put to a vote of the Coaches and a majority of the Coaches must vote in favor of the change, except for those rules changes allowed under commissioner's prerogative. Rules changes set under commissioner's prerogative must not directly affect actual game play, and can be overruled by a majority vote of the coaches. Grammatical changes and style changes to the rules are acceptable under commissioner's prerogative, provided they do not change meaning or intent. The commissioner shall act as final interpreter of the rules for any disagreements or questions that arise, although he may pose the question to the Coaches for advice or a vote.
The commissioner has the power to nominate players for removal at any time during the off-season for violation of rules. The nomination must receive a majority vote of the league's membership to be approved.
Section 11 - Summer Meeting:
There shall be a summer meeting at a date and time selected by the commissioner. The summer meeting shall be for discussion and vote of all proposed rules changes (although rules changes are not limited to the summer meeting), discussion of draft dates, and any other league business. Coaches should declare which players they will be returning under the Keeper rules at the Summer Meeting or at a time designated by the commissioner. Coaches wishing to drop a player shall do so only when officially reporting their returning Keepers for the upcoming season.
