Proposed Rule Changes from the 2013 Summer Meeting:
Issue #1: Expand Playoffs into Week 14. See amended language below. PASSED
Voting in affirmative: Andrew, Derek, Scott, Sharad, Kevin, AJ, Anthony.
Voting in negative: None.
Section 9 - League Schedule:
Weeks 10-14 will compose the Playoffs (or Post Season).
Championship bracket will be the top 4 teams from the final Regular Season standings, each game lasts 2 weeks.
Point totals are all weeks listed combined.
Weeks 10/11 Games - #1 vs #1 Coach's choice from #s 2-4; Remaining teams from top 4.
Weeks 12/13/14 - Title game - Weeks 10/11 winners; 3rd place game - Weeks 10/11 losers.
1st Pick Bracket - Remaining six teams, NFL style bracket.
Week 10 - #7 vs #10, #8 vs #9, #5 & #6 get byes.
Week 11 - #5 vs worst remaining seed, #6 vs other remaining team.
Weeks 12/13/14 - Week 11 winners for 1st Pick Bracket Championship.
Issue #2: Expand Roster size from 18 to 20 players. See amended language below. PASSED

Section 2 - Draft Information:
The draft time and date(s) will be set by the league commissioner. Specific draft rules (other than those specified by the Official Rules) will be set by the league commissioner. The draft will continue until all coaches have a full roster (Minimum of 20 positions). Once a team reaches 20 positions, that coach will no longer draft and their position will be skipped for the remainder of the draft.

Teams will also have a minimum of 12 bench spots to fill with reserves.

Rules changes proposed by Anthony Collora (Commissioner), and Kevin Newman:
PASSED AS AMENDED Proposal 1 - Under Section 9, insert "If a game is postponed during the season, scoring stats for that game will count for the week it is actually played." Voting in favor: Anthony, Bill, Kevin, Derek, Andrew. Voting Against: None. Not Present: Hamal, Sharad, Scott.
PASSED Proposal 2 - Under Section 6, insert "2PT Conversion = 2 points." under subsections "Passing," "Rushing," and "Receiving." Voting in favor: Anthony, Bill, Kevin, Derek, Andrew. Voting Against: None. Not Present: Hamal, Sharad, Scott.
PASSED AS AMENDED Proposal 3 - Under Section 1, change "There shall be 8 teams within the game of College Fantasy Football." to "There shall be up to 10 teams within the game of College Fantasy Football."
There shall be no "expansion draft." New teams will draft their full roster during the regular preseason draft, and their order will be assigned as part of the random order with all teams. Regular draft rules will apply.
Additionally, the commissioner shall be charged with devising a new playoff schedule to match the increased number of teams. The commissioner's proposal shall be considered "approved as presented" and Section 9 shall be amended as necessary, unless changed by a majority vote of the coaches. Voting in favor: Anthony, Bill, Kevin, Derek, Andrew. Voting Against: None. Not Present: Hamal, Sharad, Scott.
FAILED Proposal 4 - Under Section 2, insert "There shall be a Supplemental Draft after Week 2. The Supplemental Draft shall be two rounds, in the same format and order as that season's preseason draft."
Proposal 4.1 - To be voted on only if Proposal 4 passed: Under Section 2, insert "Participation in the Supplemental Draft is optional. For each player drafted, a player from that team's roster must be dropped to keep the roster size consistent with the number of players before the Supplemental Draft." Voting in favor: None. Voting Against: Anthony, Bill, Kevin, Derek, Andrew. Not Present: Hamal, Sharad, Scott.
FAILED Proposal 5 - Under Section 6, subsection "Rushing" add "For scoring purposes, a QB's minimum rushing yards shall be 0." Voting in favor: None. Voting Against: Anthony, Bill, Kevin, Derek, Andrew. Not Present: Hamal, Sharad, Scott.
Rules changes proposed by Derek Wallbank:
PROPOSAL DIVIDED 1 - Should a coach vacate their team, via resignation or removal, that
team's roster shall immediately become free agents, draft eligible by
any other player. That team will not field another player for the
remainder of the current season, and will be ineligible for the
playoffs.

PASSED AS AMENDED 2 - The WR slot shall also be open to tight ends, now classified
as a WR/TE. Voting in favor: Anthony, Bill, Kevin, Derek, Andrew, Sharad. Voting Against: None. Not Present: Hamal, Scott.
FAILED 3 - The team that finishes fifth shall hold the second draft pick in
the next year's draft. The team that finishes sixth gets the third
pick. This rule shall take effect starting with the 2010 draft. Voting in favor: None. Voting Against: Anthony, Bill, Kevin, Derek, Andrew, Sharad. Not Present: Hamal, Scott.
FAILED AS AMENDED 4 - The winning team shall draft last in the next draft. The second
place team drafts second-to-last and the third place team drafts
third-to-last. This rule shall take effect starting with the 2010
draft. Voting in favor: Derek, Sharad, Andrew. Voting Against: Anthony, Bill, Kevin. Not Present: Hamal, Scott.
PASSED 5 - The commissioner shall set a deadline for league dues to be
received. The commissioner shall be empowered to vacate teams whose
coaches do not pay on time. NOTE: This rule may be affected by
Wallbank proposal 1. Voting in favor: Anthony, Bill, Kevin, Derek, Andrew, Sharad. Voting Against: None. Not Present: Hamal, Scott.
FAILED 6 - Rushing yards shall be scored as 1 point per 15 yards. Voting in favor: Derek. Voting Against: Anthony, Bill, Kevin, Andrew, Sharad. Not Present: Hamal, Scott.
FAILED 7 - To reward tough scheduling choices (and because feature players
always get 30-50 points in shit games against St. Mary's School for
the Blind), players' scores earned against Football Championship Subdivision and below teams will be assessed a 15% penalty (that player's final score will be multiplied by .85). Voting in favor: Derek, Sharad. Voting Against: Anthony, Bill, Kevin, Andrew. Not Present: Hamal, Scott.
Proposed Rule Changes from the 2008 Summer Meeting:
Rules changes proposed by Anthony Collora (Commissioner):
1. PASSED AS AMENDED Under section 6, change "1 point per reception" to ".5 point per reception." Voting in favor: Anthony, Scott, Andrew, Bill, Sharad. Voting against: Hamal, Kevin, Derek.
2. PASSED Under section 6, subsection Rushing, change "15 yards/ point" to "10 yards/ point." Voting in favor: Anthony, Scott, Andrew, Bill, Hamal, Sharad, Kevin. Voting against: Derek.
Rules changes proposed by Kevin Newman:
1. FAILED Proposed addition to Section 3 as follows: "If a player who is already on a team (player was previously drafted) transfers away from the BCS conferences and Notre Dame to another Division I Bowl Subdivision team, that player shall remain eligible and active within the game. If a player transfers to a team not within the Division I Bowl Subdivision, that player shall be considered "Retired.'" Voting in favor: Kevin, Derek. Voting against: Anthony, Scott, Andrew, Hamal, Sharad.
2. PASSED Proposed addition to Section 11 as follows: "Coaches wishing to drop a player shall do so only when officially reporting their returning keepers for the upcoming season." Voting in favor: Anthony, Scott, Andrew, Sharad, Kevin, Derek. Voting against: None.
3. PASSED AS AMENDED Proposed addition to Section 10 as follows: "The commissioner has the power to nominate players for removal at any time during the off-season for violation of rules. The nomination must receive a majority vote of the league's membership to be approved." Voting in favor: Anthony, Scott, Andrew, Sharad, Kevin, Derek. Voting against: None.
4. FAILED Proposed addition to Section 9 as follows: "The winner of the Championship Bracket shall have the 2nd overall pick in the following year's draft." Voting in favor: Kevin. Voting against: Anthony, Scott, Andrew, Sharad, Derek.
5. FAILED Proposed addition to Section 9 as follows: "The winner of the Regular Season shall have the 3rd overall pick in the following year's draft, provided that the team is not already guaranteed a higher draft position." Voting in favor: Kevin. Voting against: Anthony, Scott, Andrew, Sharad, Derek.
6. PASSED AS AMENDED Proposed addition to Section 3 as follows: "A player shall be considered "Retired" when that player is no longer on the active roster of an eligible Division I team as defined in this section. Retired players shall be kept on the retired roster of the last team that they were on within the game for record keeping only. A coach may not hold onto players anywhere but in their active roster." Voting in favor: Anthony, Scott, Andrew, Sharad, Kevin. Voting against: Derek.
