Theme: Democratization and the military
This is a general invitation for papers for the conference on democratization and the military to be held at the University of Canterbury, Christchurch, New Zealand, organized by Research Committee 44 (RC44) of the International Political Science Association. The conference will provide a forum for discussions on a number of issues.
We invite papers related to any of these areas or any aspect of democratization and the military not covered above. It is envisaged that the papers will attempt to provide a wide and comparative prism of the different regions of the world (Americas, Africa, Europe, Middle East, Asia and Pacific) as well as the unique circumstances of different countries and specific situations.
As much as you can, try to incorporate the theme of the 2018 Brisbane Congress, “Borders and Margins,” into your presentation. The papers can be based on theoretical discourse, empirical case studies, comparative analysis between regions or countries or critical narrative and reflection of an ongoing situation. We also welcome interdisciplinary approaches that include other areas of study including history, geography, international relations, international law, philosophy, sociology, indigenous studies, cultural studies, feminist and gender studies, queer perspectives, security studies, anthropology, sociolinguistics, development studies, psychology and economics. We hope to publish the papers in a special journal issue.
Paper abstracts and panel proposals of about 300 words should be submitted through the two forms below. Only if you are unable to submit through the entry forms, you may send your abstracts to the RC44 interim secretary, Radomir Compel, Nagasaki University (cmplrad@nagasaki-u.ac.jp). Abstracts will be accepted from Dec 1, 2016 and we encourage you to send us your early response before that. The deadline for abstracts and panel proposals is January 31, 2017* and the deadline for the final papers is June 10, 2017.

Flights
Most of the international flights to Christchurch go through Auckland, although some international airlines such as Air New Zealand, Emirates, Singapore Airlines, Fiji Airways, China Airlines and various Australian airlines fly directly to Christchurch. Flights to Auckland from any part of the world are frequent, although the only challenge is the tyranny of distance for some.
Accommodation

Registration and expenses
Authors of accepted papers will be contacted by e-mail on January 31st, 2019, which will be the starting date for registrations and payment. Early bird registration deadline is 31 March 2019, and late registrations will be accepted until 30 June 2019. All payments will be through Paypal and following rates apply.
Early bird registration (31 January - 31 March, 2019): faculty and non-student presenters - 120 USD, graduate students - 50 USD, non-presenting audience 200 USD.
Late registration (1 April - 30 June, 2019): faculty and non-student presenters - 150 USD, graduate students - 70 USD, non-presenting audience 170 USD.
Students and participants from global south countries (link to IPSA on GS countries) may apply for a limited bursary at the time of submission or during the early bird registration period by sending an e-mail and describing their circumstances to ipsa44<at>yahoo.com. The decision on recipients and amount will be made by 30 June 2019.

IPSA RC44 2019 Nagasaki Conference Registration Policy
All refunds will only be issued to Paypal accounts. If you request a refund before the refund deadline, you will have to establish your own Paypal account. All expenses for the money transfer will be born by the applicant.
Only early bird registrations will be available for refunds.
The IPSA RC44 NAGASAKI 2019 conference refund deadline is May 31, 2019; no conference refunds will be issued after May 31st.
A registration is not considered "complete" until it is paid in full.
The IPSA Code of Conduct applies to all individuals in the context of IPSA RC44 activities.

Conference expenses
The conference fee is NZ$50 and Macmillan Brown Centre for Pacific Studies (University of Canterbury) will be responsible for conference logistics and catering.
