Calling forth things that are not as though they were
Our God is a God who calls forth those things which do not exist as though they were.
And those things that God called forth came into being (Genesis 1:1-31).
God created things out of nothing.
He has given all men a similar ability, namely, to call forth things on earth that do not yet exist on earth, but which already exist in heaven.
Romans 4:17 KJV
17 (As it is written, I have made thee a father of many nations,) before Him whom he believed, even God, who quickeneth the dead, and calleth those things which be not as though they were.

17 As it is written: “I have made you a father of many nations.” He is our father in the sight of God, in whom he believed—the God who gives life to the dead and calls into being things that were not.
1. God creates out of nothing.
All matter and life come from God.
He is the Creator of all things.
And He created the whole universe we see today---spiritual and physical things---out of nothing.
This is an ability that only God possesses.
Hebrews 11:3
By faith we understand that the universe was formed at God’s command, so that what is seen was not made out of what was visible.

And those things that God called forth came into being.

2. Man is made in God's image, and can create things on earth as they are in heaven.
God made man in His image.
And in this image man is given the ability to create things on earth as in heaven.
Man cannot create things out of nothing.
This is an ability that God alone possesses.
But man has been authorized to create heaven on earth, in every sphere of life on this earth.
He is authorized under God to create on earth what has been created in heaven.
Matthew 6:9-10
9 "This, then, is how you should pray:
" 'Our Father in heaven,
hallowed be your name,
10 Your kingdom come,
Your will be done, on earth as it is in heaven.
3. Every believer in Christ can create heaven on earth, beginning in his own life.
He is given the authority to create the rule of God on earth as in heaven.
He is given the mandate to bring forth the kingdom and government of God in every area of life on earth, starting in himself.
Matthew 6:9-10
9 "This, then, is how you should pray:
" 'Our Father in heaven,
hallowed be your name,
10 Your kingdom come,
Your will be done, on earth as it is in heaven.
The worship of God by men from every tongue and tribe, the ministry of angels in building God's kingdom and rule, the love of God between God and man, and between man and man, are some of the things man is commanded to create on earth.
Righteousness and justice, and a total walk in holiness by all of creation, are some of God's desires that God wants man to create on earth as in heaven.
Joy and peace, health and strength, the healing of every disease, freedom from all demonic bondages, and the supply for every need, are miracles of heaven that God desires His children to established on this earth.
4. Man creates on earth by making decrees.
God created the present universe by the word of decrees He made.
Psalm 33:6
6 By the word of Yehovah the heavens were made,
their starry host by the breath of His mouth.
Genesis 1:1-3
1 In the beginning God created the heavens and the earth.
2 Now the earth was formless and empty, darkness was over the surface of the deep, and the Spirit of God was hovering over the waters.
3 And God said, ‘Let there be light,’ and there was light.
Likewise, man has been made a king on earth by Jesus to make decrees, to build heaven on earth, to create the realities of heaven on earth.
We are to decree on earth what has been decreed in heaven.
We are to bind on earth what has been bound in heaven.
We are to loose on earth what has been loosed in heaven.
Whatever we can see in the heavenly places, a child of God is authorized to create on this earth.
Matthew 16:19 NIV Margin
19 I will give you the keys [= secrets] of the Kingdom of Heaven; whatever you bind on earth will have been bound in heaven, and whatever you loose on earth will have been loosed in heaven.
5. When a child of God makes a decree in the name of Jesus, Jesus says that it will be done for him.
All of heaven's power and resources are released to perform the word that is spoken by the child of God.
The kingdom of God will advance on this earth through the decrees of God's children.
The Kingdom of heaven comes to this earth as we make decrees in Jesus' name.
God's goodness, God's power, God's mercies, God's peace, and God's grace are established on earth through the creative decrees of a child of God.
Mark 11:23
23 Truly I tell you, if anyone says [--> MAKES A DECREE] to this mountain, “Go, throw yourself into the sea,” and does not doubt in his heart but believes that what he says [--> WHAT HE DECREES] will happen, it will be done for him.
6. All the decrees a child of God makes are creative in nature.
Every child of God must speak in agreement with heaven.
He must declare on earth what he wants to see, but which are not yet seen.
Like God, he must call forth into being on earth the things of heaven that are not yet here on earth, as through they were.

7. Every child of God, no matter how little in the Kingdom of God, is greater than Moses, than Solomon, than King David, than Elijah and Elisha, because he has the power of the Holy Spirit to create heaven on earth.
No one should despise the creative power of God on the lips of children and infants.
If they are taught well to know their true nature as sons of the Living God, as kings and priests called to rule and reign with Jesus on earth, they can turn the world upside down once again.

2 Out of the mouth of babes and nursing infants
You have ordained strength,
Because of Your enemies,
That You may silence the enemy and the avenger.
Matthew 11:11
11 Truly I tell you, among those born of women there has not risen anyone greater than John the Baptist; yet whoever is least in the kingdom of heaven is greater than he.
If they know how to use their authority to make creative decrees on this earth, they will know that nothing shall be impossible for them, as Jesus has said.
Matthew 17:20
20 He replied, "Because you have so little faith. Truly I tell you, if you have faith as small as a mustard seed, you can say [--> MAKE A DECREE] to this mountain, 'Move from here to there,' and it will move.
Nothing will be impossible for you."
