This division of the Department of Magical Accidents and Catastrophes is responsible for reversing magical mishaps. These are caused by witches and wizards who are inexperienced or simply not very skilled. Magical accidents also occur when people have not yet learned how to control their magic, particularly underage witches and wizards. Thus, the Decree for the Reasonable Restriction of Underage Sorcery was passed by the Ministry of Magic in 1875, which bans the use of magic outside of school by those younger than 17 years. Although magic also depends on emotions such as anger and fear, overall the Decree has severely cut down the number of instances of magical accidents within the underage witch and wizard population.
As you know, the International Statue of Wizarding Secrecy was established in 1692 to protect the wizarding community from Muggles. Soon after, the Accidental Magic Reversal Squad was created to reduce Muggle exposure to the wizarding world. Clause 73 was added in 1750, which stated that each nation is responsible for the concealment and control of all magical beasts, beings, and spirits within its borders. Sadly, we cannot boast to be foolproof. There have been many breaches over the years. Muggles have found their way into haunted houses. In Scotland, so many people have seen the kelpie that it was deemed the Loch Ness Monster. The Ministry was forced station an International Task Force in the mountains of Tibet after numerous Yeti spottings. Currently, the Accidental Magic Reversal Squad is dispatched for two main reasons - Muggle witnesses or splinching. While these cases are usually mutually exclusive as Muggles are typically not involved in Apparition, Muggle splinching has occurred in the past. If the magical accident does not involve Muggles, such as splinching, Obliviators are only sent if requested.
Members of the Accidental Magic Reversal Squad are Healers and Obliviators. They are always the first ones on the scene. Healers make sure all people and creatures involved in the accident are stable. Their job must be complete in a timely fashion, although there is usually quite a bit of time before Muggle emergency medical services reach the scene. Obliviators must also work quickly to erase any memories of the wizarding world, since the more shocking the memory and the longer the memory exists, the harder it is to completely eliminate that memory. Plenty of other witches and wizards are key to the success of the Accidental Magic Reversal Squad. The Muggle-Worthy Excuse Committee works closely with Obliviators to create explanations that the Muggle world will believe. If necessary, the Invisibility Task Force may be called to help hide large objects. The Accidental Magic Reversal Squad will tell Headquarters to send extra witches and wizards to help get people to safety through Side-Along Apparition. So, to be considered for the Accidental Magic Reversal Squad, you must be able to Apparate with a 100% success rate. Only those who have been splinch-free for at least one year are considered. After all, we don't want to have to send a second Accidental Magical Reversal Squad for any member of the Accidental Magic Reversal Squad!
