I just found this map in the Google Maps Gallery, for Beijing in 1930 <http://maps.google.com/gallery/details?id=zDoXIAU5tGiw.ktbmQprkadyw&hl=en>. The map shows the area around the Forbidden City, but also includes the Foreign Legation Quarter very clearly. Too bad everything is labelled in Chinese.
