There are console emulators for PC's that are being developed for PS3 and Xbox 360, but none of them are really capable of running any title reasonably well (that includes DCC). So it is not recommended trying to get either PS3 or Xbox 360 versions running on one of them.
There are also several free PSP emulators under development like JPCSP and PPSSPP (this also has versions for Android and jailbroken iOS devices). With a moderately powerful PC, it is possible to get Dream C Club Portable running. I asked a techie friend of mine to try and basically, it did load under both of these programs. JPCSP requires an additional step of decrypting an ISO file of the game, renaming the resulting EBOOT.BIN file to the appropriate game ID, and moving this file to root folder of the JPCSP program. This allows loading the game. For PPSSPP, the program decrypts on the fly. Here are some screen shots.
Actual results varied though when progressing further to game play. My friend said that JPCSP ran the game adequately using an older build (pointed me to this thread on the official forum) after playing with some of the video options but with some occasional graphical issues. Without this tweaking from the default settings, the game runs at the video play back speed of around 1 frame per second making it slow just to get through dialogs. Once tweaked, the game played at what would be normal speeds.
PPSSPP also had graphical issues where the host girls would not render properly. The program would also crash after the hostess selection making actual game play impossible with that emulator.
Conclusion: My friend said that unless you are persistent with trying to tweak settings that will work with your particular computer configuration, it is currently not worthwhile to try to get it running with current versions of these programs. This may change as software compatibility, performance, and stability improves with future releases though.
