2020-Q1 Quarterly Communication to CSOA Members
March 31, 2020: In October 2019 the Board of Directors (BOD) mailed a fourth-calendar-quarter communication to CSOA members and announced the beginning of quarterly electronic communications in the first quarter of 2020. Members are encouraged to notify Danny Fow (dannyfow@catt.com) of any changes to your email addresses. If you have any questions or suggestions regarding the communication plans, please feel free to contact Tom Mathis (ThomasRMathis@gmail.com).
With concerns related to the COVID-19 pandemic so much on everyone’s mind, your CSOA board members wish each of you good health, safety, and peace of mind. We encourage you to follow CDC and other governmental guidelines for hygiene and health to combat spread of the virus. As neighbors, we want everyone in our community to remember that you have neighbors here who care about you and want to help when needed. Please call, text, or email one of us (or another neighbor) if you need assistance with errands (especially for obtaining medicine and food) or other challenges.
First quarter 2020 updates:
1. The CSOA annual meeting was held on February 4, 2020. Key actions at the meeting included:
a. Elected the following owners to the 2020 BOD: Rodney Crowe, Danny Fow, Tom Mathis, Bud McQueen, Bob Reed, and David Spears.
b. Received the names of several volunteers willing to serve on various CSOA committees:
i. Architectural Review Committee (ARC): Sherry Crowe, Ginger Mathis, Gail Kooi
ii. Team to study/plan for 2022 expiration of current covenants: Jerris Lane, Jenny Gilbride, Ann McQueen, Gail Kooi, Sherry Crowe, Sara Fisher
iii. Social Committee: Jenny Gilbride
iv. Web site administration: Ginger Mathis
c. Voted that the BOD will take action to resolve the Etowah Ridge median erosion problem by means that may include the use of volunteer labor and/or a maintenance contract.
d. Voted that the BOD will proceed with selection of a lake remediation approach and contractor, and implementation of that approach, with a project budget limited to the balance of the lake capital fund (almost $60,000 as of 2/4/2020), ensuring continued open communication with members regarding the project plan and progress.
e. Voted that the BOD will initiate a study of special assessment alternatives for maintaining and replenishing a lake capital fund over a period of years, to prepare for the next required remediation project (perhaps in 10 to 12 to 15 years), and then will convene a meeting of CSOA members to review and discuss those alternatives.
f. Voted on the BOD proceeding with installing a security light near the organic refuse area, with design review and approval (concurrence) by the Architectural Review Committee (ARC).
NOTE: On March 30, the BOD approved a motion to proceed with this project as soon as practical in calendar year 2020.
g. Reviewed the board’s proposed 2020 CSOA operating budget of $13,460 and annual assessment (dues) of $330 per lot.
NOTE: On March 16, the BOD approved the annual budget and assessment as presented to members on February 4.
h. Reported that CSOA has approximately $22,000 in past-due receivables from owners who are in arrears on payment of their annual assessments (dues). If members wish to see the past-due list, they may contact David Spears or Bud McQueen. The BOD will continue to pursue the best available options that prove to be viable under the plan that was approved in 2019.
NOTE: Since the annual meeting, CSOA has received payments from members for approximately $3,000 in past-due assessments and has released the related liens as appropriate.
2. Bud McQueen, on behalf of the BOD, has been working to obtain and review bids for the 2020 maintenance and mowing contract for the CSOA common property. Bud has been authorized by the BOD to finalize and oversee the contract with the low bidder, landscape contractor Brian Parrish.
3. This quarter, both the new ARC members and the Restrictive Covenants Review Committee have held meetings and provided input and/or questions to the BOD. The BOD is very grateful for a new, higher level of volunteerism among our neighbors and is working to respond appropriately to and support both teams.
